The purpose of this study is to investigate the background and status of the division of federal administrative organizations due to the relocation of capital to Berlin after German reunification and analyze the administrative problems and responses of the German government in depth in order to benchmark transferable solution. In result, the division of the federal administrative organizations was decided to compensate for the old capital Bonn, and it is in the form of horizontal division into the concept of main office and sub office buildings. Problems derived from this organiational division has been solved by approaching from the aspect of improving technical proximity using IT network and video conference room. On the other hand, in addition to the efforts made by the executive branch, the legislature also exercised active supervision rights, such as imposing a duty to submit division expenses reports to the administration, It was able to confirm the efforts in the aspect of organizational proximity such as carrying out the administrative affairs of the parliament in cooperation with the administration such as the limitation of the personnel. Based on these implications, possible lessons for Korean administration are discussed.

본 연구의 목적은 독일 통일 후 베를린으로의 수도이전에 따른 연방행정기관의 분할 배경 및 현황을 살펴보고 관련된 행정적인 문제점과 독일 정부의 대응을 심층적으로 분석하여 현재 세종시 이전에 따른 행정비효율 문제에 대한 해법을 벤치마킹하고자 함이다. 연구결과 독일은 구 수도인 본(Bonn)에 대한 보상차원에서 연방행정기관의 분할이 결정되어 1청사, 2청사 개념으로 수평분할의 형태를 띠고 있으며 이로 인한 행정문제를 IT 연결망과 영상회의실을 이용한 도구적 근접성 제고 측면에서 접근하여 해결하였다. 한편 행정부 위주의 노력뿐만 아니라 입법부에서도 분할로 인해 발생하는 출장비 외에 사무실 임대 등 실질적인 비용들로 산정하면서 행정부에 분할비용보고서 제출의무를 부과하는 등 적극적인 감독권을 행사하면서도 한편으로는 사전 의회일정 고지 및 수행인원 제한 등 행정부와 협력적으로 연방의회사무 처리를 수행하는 등 조직적 근접성 측면에서의 노력도 확인할 수 있었다. 이러한 시사점을 바탕으로 한국 행정에 주는 교훈을 살펴본다.
