Today, from a rebellion for land rights to a socio-political movement, posing a serious threat to country’s internal security, Naxalism has indeed, come a long way. The Prime Minister of India, Dr Manmohan Singh, referred to Naxalism as a problem which is the single biggest internal security challenge ever faced by the country. As per a report published by the Ministry of Home Affairs(MHA) in 2011-2012, Naxalism has swept through nearly 40% of the geographical area and 35 % of the population. This paper attempts to bring forward two key arguments. First, Naxalism which is considered by many to be a grave problem is indeed not a problem in itself but a symptom. Secondly, the selection of ends, ways and means by the Naxal leaders has all through-out been inappropriate resulting in the protraction of the issue to the point where it rests today.

오늘날 정치사회적인 토지 소유권을 둘러 싼 폭동에 이어 낙살리즘은 인도 내부의 심각한 대내적 안 보 위협으로 오랫동안 지속되어 왔다. 인도 총리 만모한 싱 박사는 낙살리즘을 인도가 맞닥뜨렸던 가장 심각한 대내적 위협이라고 언급했다. 인도 내무부의 2011-2012년 보고서에 따르면 낙살리즘은 인도 국토 의 40%, 인구의 35%에 직접적인 영향을 미친 것으로 조사 되었다. 본 논문은 두 가지의 주요한 논점을 다루려 한다. 첫째로 심각한 문제점으로 치부되는 낙살리즘은 기실 실제적 문제점이라기 보다는 오히려 하나의 전조 현상이다. 둘째로 낙살리즘 지도자들의 목표, 노선, 그리고 방법 등은 현재의 이슈들과 그 결과물에 대한 잘못된 해석에 기인한다는 것이다.
