The management of Korea National Park has been focused to nature conservation and visitor-service, So the cooperation with local communities has been accomplished insufficiently. The National Park is the place for nature and many visitors, and the base for local residents and for local economy. So the coexistence and cooperaton with local communities is very important strategy in park management. My proposals for advancement and cooperation between Seoraksan National Park Office and local communities are as in the following. ① The cooperation for buffer area management of outside of park boundary, ② The Park office's positive support for ‘village-development’ of outside of park boundary, ③ The characterization and differentiation of ‘Medical-Silver tour and healing service’ of ‘Seoraksan National Park regional area’, ④ The development of best practice for management of Cultural-Heritage Zone, ⑤ The designation of World Natural Heritage Site of UNESCO, ⑥ The designation of 「Peace Park of Seoraksan- DMZKeumkangsan」.

그간의 국립공원관리업무는 자연보전과 탐방객 관리에 집중되고, 지역사회 협력관계는 상대적으로 미흡하 게 추진되어 왔다. 국립공원은 자연과 탐방객을 위한 장소인 동시에 지역주민의 삶과 경제의 기반이라는 면에서 지 역사회와의 상생·협력은 매우 중요한 공원관리전략이다. 설악산국립공원과 지역사회가 지향할 수 있는 발전방안에 대해 다음과 같은 제언을 하였다. ① 공원경계 밖 완충지역 관리협력, ② 공원구역 밖 ‘국립공원 명품마을’ 조성 지원, ③ 설악산국립공원 중심의 의료-치유-실버관광 특성화, ④ 공원문화유산지구 관리모델 개발, ⑤ 유네스코 세계 자연유산 등재, ⑥ 「설악산-DMZ-금강산 평화공원」 지정.
