Since the end of the post-Cold War, the vicissitudes of inter-Korean relations can be defined in terms of strength, which continues to repeat the stop and go cycle. This structural nature of inter-Korean relations and the intrinsic characteristic of using power to bring down the opponent lie sat the core the inter-Korean relations dilemma. From the power perspective, inter-Korean relations is structured by conflict under the armistice system of military confrontation and the division system consisting of mutual political confrontation. This is in fact engendering the North Korean nuclear issue to exacerbate the armistice system once again while the mutual antagonism is bolstering the division system. In particular, the economic recovery of North Korea in recent years and the "two Koreas" strategies have reduced the priority of inter-Korean relations in North Korea, and vice versa, South Korea has also been hampering the progress of inter-Korean relations due to the spreading aversion and repugnance towards North Korea. Therefore, in order to overcome the structural dilemma of inter-Korean relations and make, an ewapproach different from the pastis needed. Thus, it is necessary to build as o-called “comprehensive peace” which moves beyond the narrow sense of peace in the exist ingmilitary security perspective, and aims towards the transiti on from armistice system to apeaceregime. Throught his process of all eviating political confrontation of the division system, and at the same time resolve the North Korean nuclearissue through peace regime and mutual recognition of the North and the South, internal peace can be achieved. Only when multi dimensional comprehensive peace is established, inter-Korean relations can move toward stability.

탈냉전 이후 가다서다를 반복한 남북관계의 우여곡절은 사실 ‘힘’으로 정의되는 남북관계의 구조적 속성 때문이었다. 상대를 힘으로 굴복시키고 흡수하려는 본질적 특성이 남북관계의 딜레마를 초래한 것이다. 힘의 관점에서 남북관계는 군사적 대치라는 정전체제와 정치적 상호부인과 대결이라는 분단체제에 의해 갈등을 구조화하고 있고 이는 다시 북핵문제가 정전체제를 악화시키고 상호적대가 분단체제를 강화시키고 있다. 특히 최근에는 북한의 경제적 회복과 ‘두 개의 조선’ 전략에 의해 북한에게 남북관계의 비중이 상대적으로 약화되었고 한국 역시 염북 혐북의식의 확산으로 남북관계 진전을 장애하고 있다. 따라서 향후 남북관계의 구조적 딜레마를 극복하고 남북관계의 진전을 이루기 위해서는 과거와는 다른 새로운 접근이 필요한 바, 이른바 ‘포괄적 평화’를 구축하는 것이 필요하다. 기존의 군사안보적 관점의 좁은 의미의 평화를 넘어, 정전체제의 평화체제로의 전환과 함께 분단체제의 정치적 대결의 완화를 병행하면서 동시에 북핵문제 해결을 위한 평화체제와 남북 구성원의 상호 인식의 내부 평화를 이뤄냄으로써 다차원적인 포괄적 평화가 정착되어야만 남북관계는 안정적인 개선이 가능할 것이다.
