The peaceful reunification of the Korean peninsula is our eternal cherished-wish that our nation should achieve. Security police is in charge of a lot of support services so that the defectors can adapt themselves to South Korean society in order to meet the government's goals. North-Korean defectors, in the North-Korean military area, have conceptually address, the immediate family, spouse, workplace, etc., but they fails to acquire a foreign nationality since they defected out of North Korea and out of the people, who arrived in South Korea. North-Korean defectors in South Korea are struggling to adapt to the current society due to a variety of social-causes. The reasons that North Korean defectors in South Korea are unable to adapt to society are shown in the various ways such as economic difficulties; lack of awareness against crimes; health problems and psychological problems. Accordingly, there are different opinions on supporting-measures which can help to adapt the defectors to South-Korean society, but for supporting welfare , the first, it should be strengthened to take preventive activities on the exposure of their identities, the second, through the part-revision of the revocation-system on the special contract of the rent-house, the measures on the welfare-support system for the North-korean defectors should be provided.

한반도의 평화통일은 우리 민족이 달성하여야 할 영원한 숙원사업이다. 보안경 찰은 정부의 목표에 부합하기 위하여 북한이탈주민들이 남한사회에 적응할 수 있 도록 많은 지원 업무를 하고 있다. 북한이탈주민이란 개념적으로 북한 군사지역 이북에 주소, 직계가족, 배우자, 직장등을 두고 있는 자로서 북한을 벗어난 후 외 국의 국적을 취득하지 아니한 자들 중에서 남한에 입국한 사람들이다. 북한이탈주 민들은 현재 다양한 원인으로 남한사회에서 적응에 어려움을 겪고 있다. 북한이탈 주민들이 남한사회에 적응하지 못한 원인으로는 경제적 어려움, 범죄에 대한 경각 심 부족, 건강, 심리문제 등 다양하게 나타나고 있다. 따라서 북한이탈주민들의 남한사회에 적응할 수 있도록 할 수 있는 지원방안으로 다양한 의견이 있으나, 복지지원을 위해서는 첫째, 북한이탈주민들의 신분노출 예방활동을 강화하여야 하며, 둘째, 임대주택 특양 해제지도 일부 개정을 통하여 북한이탈주민들의 복지지원제도 방안이 마련되어야 할 것이다.

    우리나라에는 전국 대학에 경찰행정학과가 130여개나 된다. 전국 경찰관의 숫자도 10만 3000여명이 넘어서고 있으나 아직까지 경찰관들의 순직과 공상문제를 심층연구하는 학회가 존재하지 않고 있다. 매년 경찰공상자의 수사 1500여명을 넘어서고 있으나 이에 대한 제도적 논의조차도 나오지 못하고 있는 실정이라 이에 대한 본격적인 학문 연구가 시급한 실정이므로 이에 관련 분야들을 집중적으로 연구하여 경찰행정 분야의 학문발전에 더 한층 기여하는데 본 학회의 설립목적을 두고 있다.
