It is crucial to properly form the process of the ethical principle and the ethical making-decision model which must be the condition of making the ethical codes of the correction. In the article, I examine the necessity and the requirement of the principle and model as the right before step of the ethical codes of the correction. In the 1st chapter, I look over the whole process of making the ethical codes of correction, and the significance of the decision-making procedure of the correction. This work is related to the identity of whether the correction is imprisonment or reformation, and then to the difference of the correctional administration and professionalism. From chapter 3 to 5, I examine closely and compare with the ethical making-decision model of counseling and the social welfare. Then I discuss, from these two areas, what we need for the models fitting to the correctional ethics. In chapter 6, structuralizing the ethical principle and the ethical making-decision of the correction, I present a little more perfect models of them. Especially in the view of the relational ethics I draw up the items of the ethical principle like dignity, justice, caring, autonomy, responsibility including the ethical theory of the correction. The code of correctional ethics must be a setup by which the problem of the punishment and reformation of correction might be able properly to be solved. And It is helpful to solve the problems of human rights and re-socialization of inmates for the correction. If we want to set up the right code though, we have to discuss it with the theme of the ethical principle and making-decision.

교정윤리강령을 제작함에 있어 중요한 선결 조건은 윤리원칙과 윤리적 의사결정의 절차를 구성하여 체계화하는 것이다. 본 논문은 교정 윤리강령을 만들기 이전 단계로서 윤리원칙과 의사결정 생성의 필요성과 구성 요건을 살펴보기 위함이다. 1장에서는 윤리강령이 만들어지기까지의 전체 흐름의 과정을 살펴본다. 2장에서는 교정에서의 윤리적 의사결정의 필요성과 교정윤리의 의미를 짚어본다. 이러한 필요성과 의미는 교정이 구금이냐 교화냐 하는 교정의 정체성과 관련이 된다. 나아가 교정행정과의 관련성, 그리고 교정의 전문성과의 관련성을 지적하고자 한다. 3장에서 5장까지는 상담과 사회복지에서의 윤리적 의사결정에 대해 자세히 분석을 하고 교정에서의 윤리적 의사결정과 비교를 한다. 다음으로 이 인접 분야에서 어떤 부분을 교정 영역으로 선택적으로 가져오거나 버릴 것인가, 그리고 교정의 차원에서 어떤 부분을 새로 추가할 것인가에 대해 논의한다. 6장에서는 교정에서의 윤리원칙과 윤리적 의사결정을 구조화하여 의사결정 모형을 제시하고자 한다. 관계윤리적 관점에서의 윤리이론, 존엄, 정의, 배려, 자울, 책임을 윤리원칙으로 하여 교정실천의 가치내용과 윤리적 의사결정원칙의 세목을 작성한다. 교정윤리 강령은 교정 안에서의 처벌과 교화의 문제를 적절하게 해결할 수 있는 장치라고 할 수 있다. 그리고 교정에서의 인권 문제, 재소자들의 재사회화 문제를 해결하는데도 도움이 된다. 그러나 올바른 강령 장치를 구축하려면 그에 알맞은 윤리원칙과 윤리적 의사결정에 대한 충분한 논의가 있어야 한다.
