Jesoek Temple Site excavated recently shows the largest scale among Baekje Temples of single pagoda-single main temple building but there are only a few individual studies based on archaeological data. Due to the lack of proper analysis and recognition of Jesoek Temple Site, it has been recognized as a temple founded during the reign of Baekje King Mu until now. Thus, adhering to a new perspective of Jesoek Temple Site, we examined the founding period of Jesoek Temple Site not properly identified in the past through the analysis of three-legged vessels excavated from wooden pagoda site stereobate soil and artifacts excavated from Jesoek Temple Site graveyard and comparison of temple site layout during Sabi Period. According to the analysis results, three-legged vessels during the Sabi Period were classified into three types and typeⅠ, typeⅡ and type Ⅲ could be chronicled to the first half of 6th century, middle and latter half of 6th century and first half of 7th century, respectively. Three-legged vessels excavated from Jesoek Temple Site wooden pagoda site belong to typeⅡ and the number is almost the same as that of three-legged vessels excavated from Jeonglim Temple Site, indicating that they were produced in the late 6th century. By also paying attention to the shape change of the east and west building site in site layout, we divided temples during Baekje Sabi Period into three types. As a temple of the same type as Jeonglim Temple, Jesoek Temple was estimated to be built in the late 6th century later than Wangheung Temple Site. In order to identify specific foundation year, artifacts excavated from Jesoek Temple Site graveyard were examined and as a result, we took note of the fact that no stamped roof tiles were excavated among a lot of relics excavated in a graveyard trial excavation and excavation survey. It means that stamped roof tiles were not used in creating Jesoeksa Foundation Buddhist Temple and suggests the possibility that stamped roof tiles may have been created before used in building construction. Accordingly, based on 597, the chronology of Jeongsamyeong roof tiles corresponding to the most ancient type among Ganji inscribed stamped roof tiles, Jeseok Temple Site was identified to have been founded before 597. Jeseok Temple was founded as part for performing royal power-centered political operation by expanding King Uideok’s power base. Symbolizing the ideological base to provide a stable ruling system politically and effectively perform war against Silla socially, Jeseok Temple is a political and social building planned by King Uideok.

최근에 발굴조사 된 제석사지는 1탑1금당의 백제사찰 중에서 가장 큰 규모를 보여주고 있으며 백제 무왕시기에 창건된 사찰로 인식되어 왔다. 그러나 최근 발굴조사가 이루어져 새로운 고고자료가 축적되었다. 이에 제석사지에 대해 새로운 시각으로 접근하여 목탑지 기초부 출토 삼족기 편년 및 가람배치의 비교 분석을 통해 창건시기를 추정하고 제석사 폐기장 출토유물을 분석하여 창건시기의 폭을 좁혀보았다. 다수의 출토 유물 중 목탑지 조성시기를 알려줄 수 있는 기단기초부 출토 삼족기에 대한 분석을 위해 사비기 출토 삼족기 69개체에 대한 형식분류와 편년작업을 진행하였다. 분석결과 사비기 삼족기는 3개의 형식으로 분류되었고 Ⅰ형식은 6세기 전반, Ⅱ형식은 6세기 중후반, Ⅲ형식은 7세기 전반으로 편년할 수 있었다. 제석사지 목탑지 출토 삼족기는 Ⅱ형식에 속하며, 정림사지 출토 삼족기와 수치가 거의 일치하여 6세기 후반에 제작된 것임을 확인하였다. 가람배치는 동·서건물의 형태변화에 주목하여 백제 사비기 사찰을 3개 유형으로 나누었다. 제석사지는 정림사지와 동일한 유형의 사찰로서 왕흥사지보다 늦은 6세기 말에 창건된 것으로 추정하였다. 한편, 제석사지에 인접하여 조사된 폐기장은 제석사의 화재로 인한 부산물을 폐기한 것으로 639년 화재 시 조성된 유구이다. 제석사 폐기장 출토유물 중에서 연화문수막새 분석 및 주변유적과의 비교를 통해서 왕궁리유적→제석사→미륵사 순으로 창건된 것을 알 수 있었다. 한편, 폐기장 시굴조사와 발굴조사에서 출토된 다량의 유물 가운데 인장와가 한 점도 출토되지 않았다는 사실에 주목하였다. 제석사 창건가람 조성에 있어 인장와를 사용하지 않았음을 의미하며 이는 인장와가 건물축조에 사용되기 이전에 조성되었을 가능성을 시사한다. 이에 따라 간지명 인장와 가운데 가장 고식에 해당하는 丁巳명와의 편년인 597년을 근거로 제석사지 창건은 597년보다 이전에 이루어 진 것으로 파악하였다. 제석사는 위덕왕의 세력기반을 확대시켜 왕권중심의 정치운영을 행하기 위한 일환으로 창건되었다. 따라서 제석사는 정치적으로 안정적인 집권체제를 마련하고 사회적으로 대 신라전쟁의 효과적 수행을 위한 사상적 기반을 상징하는 것으로, 위덕왕에 의해 기획된 정치·사회적 건축물인 것이다.
