The purpose of this paper is to analyze the possibility of future terrorism using artificial intelligence. To this end, the paper is composed of 5 chapters titled introduction; changes in the concept and aspect of terrorism; the development of artificial intelligence technology and its bright side and dark side; the possibility of future terrorism ubusing artificial intelligence; strategies for dealing with artificial intelligence abuse terror; and conclusion. Today’s terrorist threats are becoming more diverse in purpose and aspect. There is a continuing occurrence of terrorism in which people kill people. In the future, however, there is a concern about artificial intelligence that human beings can attack human beings by using artificial intelligence. Terrorists can teach artificial intelligence machines(drones, cars, and killer robots etc.) how to terrorize, and then let them attack people with high-performance CBR weapons. Indeed, it can bring about a terrible terrorist disaster. Now, the future of artificial intelligence robots, unmanned vehicles, unmanned aerial vehicles, etc is unfolding. The prospects for the evolution of artificial intelligence and human life are mixed. If the expectation that artificial intelligence will make human life more enriching is a pink prospect, the concern that artificial intelligence, which has evolved to evolve, will threaten mankind is a gray prospect. The evolution of artificial intelligence improves quality of life and productivity. However, as technology becomes more sophisticated and automation becomes higher, it can become a state of uncontrollable or abuse by a group of special purposes, which can cause serious social and ethical problems. Specifically, the damage caused by the use of artificial intelligence technology, such as an automated weapon, a killer robot, etc., in the hands of a terrorist would be a terrible situation to even imagine. Therefore countermeasures against terrorist abuse should be sought. Therefore, the authority and responsibility of artificial intelligence should be clarified and the killer robot should be carefully manufactured. We should seek to cultivate technical capacity for artificial intelligence abuse terrorism prevention, to establish legal and institutional devices, and to seek international cooperation and to resolve the root cause of terrorism.

본 논문은 인공지능을 악용한 미래의 테러 가능성을 고찰하기 위한 것이다. 이를위해 테러리즘의 개념과 양상의 변화, 인공지능기술개발의 발전과 명암, 인공지능을악용한 미래의 테러 가능성, 인공지능 악용테러에 대한 대응전략을 분석한 후 결론을도출해본 것이다. 오늘날의 테러위협은 테러의 목적과 양상이 갈수록 다양해지고 있다. 인간이 인간을 살해하는 테러가 지속적으로 발생하고 있다. 그런데 앞으로는 인간이 인공지능을이용해 인간을 공격하는 일이 벌어질 수 있다는 데에 인공지능과 관련한 고민이 있다. 테러리스트가 인공지능을 갖춘 드론, 자동차, 그리고 킬러로봇 등에게 테러학습을시킨 후에 고성능 화생방 무기로 공격하도록 할 수도 있을 것이다. 실로 엄청난 테러의 재앙을 불러일으킬 수 있을 것이다. 따라서 빅 데이터 ,인공지능 등으로 대변되는 지능형 정보시대의 테러위협에 대응하기 위한 사전대응역량을 강화하는 지능형안전망 구축을 위한 사전대비는 매우 시급한 사항이다. 이를 위해 인공지능의 권한ㆍ책임소재를 명료화하여야 하고 킬러로봇은 신중히 제작되어야 할 것이다. 아울러 인공지능 악용 테러방지를 위한 기술적 능력배양, 법률ㆍ제도적 장치의 마련, 대량의 위협정보를 분석해 사회전반의 안전 확보를 위한 첨단대응, 그리고 국제협력 등을 모색하고 테러의 근본원인해결을 위해서도 노력해 나가야 할 것이다.
