The objective of this research is to analyze the status of the Seongnam City patrol as the first local government and to suggest future development plan. Seongnam city under the "Seongnam city patrol establishment and operation ordinance" founded in the year 2015, July 28th, implemented the city patrol and started establishment. After the year 2016, August 30th, the revised bill for the expansion of the city patrol and operation was rejected and the city patrol dissolved in the year 2016, September 30th. Seongnam city introduced the newly amended ordinance that was fixed 6 times for the steady operation of the Seongnam city patrol, but the law is dissolved by the city council until now. Disregard of the positive assessment from the citizen on the operational assessment of the city patrol, due to the negative factors such as waste of budget, overlapping of work, false performance, it seems that it is difficult to pass the ordinance. However, considering the city patrol's assignment and the similarity of the local police's office work, the public character of the organization, the protection group and the jurisdiction, the city patrol seems to be like the root of the local police. This means that the expansion of the city patrol suggests a developed model of the local government's community police operation. Thus in this research, we are trying to build a theoretical basis for city patrol to work as a security keeper of the citizen, and suggest a reasonable policy by analyzing the operation of the city patrol.

본 연구는 전국 지방자치단체 최초로 성남시에서 운영한 시민순찰대의 운영 현 황을 분석하고 향후 발전 방안을 제시하는데 목적을 두었다. 성남시는 2015년 7 월 28일「성남시민순찰대 설치 및 운영 조례」를 근거로 시민순찰대를 설치하고 운영 시작하였다. 그 후 2016년 8월 30일에 시민순찰대의 확대 설치 및 운영을 골 자로 한 조례 개정안이 성남시의회에서 부결되면서 시민순찰대는 2016년 9월 30 일자로 사실상 해체되었다. 성남시는 시민순찰대의 지속적인 운영을 위해 지금까 지 6차에 걸쳐 지적사항을 보완 수정한 조례 개정안을 상정하였으나 시의회의 계 속된 부결처리로 현재에 이르고 있다. 시민순찰대의 운영 성과에 대한 시민들의 긍정적인 평가에도 불구하고, 예산 낭비·업무 중복·허위 실적 등 많은 부정적 요소 를 포함하고 있어 시의회의 조례 통과는 쉽지 않은 상황이다. 그러나 시민순찰대 임무와 자치경찰 사무의 유사성, 조직의 공공성, 보호주체 및 관할 등으로 볼 때, 시민순찰대를 자치경찰의 초기 모델로 볼 수도 있다고 본 다. 즉, 시민순찰대의 확대 운영은 지방자치단체의 자치경찰 운영의 발전적인 모 델을 제시할 수 있다. 따라서 본 연구에서는 위와 같은 인식 아래 시민순찰대가 시 민의 안전지킴이로써 지속적으로 활동할 수 있는 토대를 마련하기 위해 이론적 논 의와 더불어 시민순찰대의 운영 현황 분석을 통하여 합리적인 정책 대안을 제시하 고자 한다.
