Due to discussion over major central government’s authority and decentralization of function redistribution by former governments, realization of introduction of autonomous police to Republic of Korea has always seemed hopeful. With the foundation of autonomous police agency in Jeju Island in 2006 July by No-Muhyun Government, nationwide enforcement of autonomous police system seemed highly likely. However, until the present times, there have only been discussions of introduction of autonomous police system for resident-centralized autonomous living and autonomous neighborhood realization as a part of overall provincial self-government development plan in provincial self-government development committee with no visible outcome. Enforcement of autonomous police system proposes to extend resident’s welfare by lessening the abuse of police authority which has been centralized on central government and realizing horizontal power structure. This means completion of provincial self-government through decentralization. Considering the research which observed the current situation of government’s inability to suggest the outline of nationwide enforcement of autonomous police system, this research would focus on the effect the postponement of autonomous policy system has on the provincial self-government and suggest the reasonable settlement scheme of autonomous police system enforcement henceforth by comprehending the reality of Jeju autonomous police agency, the only police force ran by autonomous body.

우리나라의 자치경찰의 도입은 역대 정부마다 주요 중앙정부의 권한과 기능 재 분배의 분권과제로 논의되어 실현이 될 수 있겠다는 희망을 가지기에 충분하였다. 이와 같은 자치경찰제도 도입이라는 주요 분권과제는 노무현정부 시기인 2006년 7월 제주특별자치도에서 자치경찰단의 창설로 전국 확대시행이 곧 시작 되는듯 하였다. 그러나 2016년 현재까지 지방자치발전위원회에서 지방자치발전 종합계획 과제로 주민중심 생활자치 및 근린자치 실현을 위해 자치경찰제 도입을 논의하고 있으나 그 성과는 과거 정부와 같이 한 발짝도 더 나아가지 못하고 있다. 자치경찰제 시행은 중앙정부의 집중되어 있는 경찰권력의 남용을 피하고 권력 구조의 수평적 실현을 통해 주민의 복리증진을 의의로 하고 있다. 이는 분권화 추 진으로 지방자치의 완성을 의미하는 것이다. 그럼에도 불구하고 우리의 자치경찰 제는 전국 확대시행에 대한 개략적인 윤곽도 제시하지 못하고 있는 실정을 본 연 구에서 고찰하면서 자치경찰제 시행 지연이 지방자치에 미치는 영향과 전국 유일 하게 자치단체에서 운영중인 제주자치경찰의 실태를 파악하여 향후 자치경찰제도 시행을 위한 합리적 정착방안을 제시하고자 한다.
