Perestroika (reform) of Gorbachev had opened the door to the West and the East by participating in the international exchange of information and training. This process certainly were made to the police slow to moderate gradually as much. The reason for this was because of the prudence required by the police involved and the nature of the internal organization. However, including the field of police training in conjunction with international contacts is a trend that is going to gradually increase. There are exchanges between teachers of Russian police universities, policemen and foreign policemen. St. Petersburg University has exchanges with universities and the police academy (Academy) of Germany, France, the United States, Britain, Finland and other countries. Students of St. Petersburg University sometimes join the police academy in London. This Agreement has been made to improve exchanges between Russia and Britain, the excellent Russian students went to England and sent to learn the advanced course of the police administration. The University has also conducted close exchanges with the police institutions of the University of Illinois and Germany. Russian police officers also go abroad for foreign police training in Germany, US, Denmark and Finland. In addition, the number of foreign police agencies donated a number of devices such as personal computers, vehicles , to the Russian police or the police college. There has a vast gap between modernization of the police and police training on the one hand and police practice and the actual content of training on the other hand (inactivity, infringement of human rights, non-registration of crime, corruption, torture, including missing).
