After local autonomous system in 1995, Gyeonggi Cultural Foundation established the first foundation in Korea has supported activities of cultural art in Gyeonggi-do for extension of culture and welfare. In the beginning, Gyeonggi Cultural Foundation has supported this activities in fields of music, dance, art, drama etc. due to social demands and situations. In addition to this, architecture, publication, picture and image and popular art have been supported expansively since 1999. Before 2000, the foundation had helped specially artists who was active in the local area, Gyeonggi-do for the development of culture. The support system for artists had changed with the times around the around the beginning of Gyeonggi Cultural Foundation. The support system by Gyeonggi Cultural Foundation changed from people, the professionals to people, amateurs after 2000. In other words, this administrative changes has meant that more local people can enjoy their cultural welfare. The new two-tier system, for public support and focused support, has been enforced since 2001 so that the supports of cultural administration can be balanced between local experts in field of arts and people who want to enjoy the arts in Gyeonggi-do. The patronage of culture and the arts also keep on growing as a cultural support as the size of the popular grows larger and the social demand changes. Therefore, the supported fields by Gyeonggi Cultural Foundation had been increased from the traditional genres, for examples, music, dance, etc. to popular music, films, media and so on. The support systems by Gyeonggi Cultural Foundation has developed for various people, for public performances and for many different genres to have cultural benefits at the beginning 2004. For instance, new artists or groups can have chances for the performances by sponsored the foundation. Gyeonggi Cultural Foundation has also chosen excellent artists, works etc. in many fields so that local people could enjoy creative activities of art. The foundation has been changed efficiently over time citizens in Gyeonggi-do can be given opportunities for welfare of culture from point of special conditions socially and culturally with the help of information technology until quite recently.

1995년 지방자치제 이후 경기문화재단은 최초의 자치단체 문화재단으로 설립되어 다양한 문화예술 지원과 경기도 문화 복지의 확대를 위한 목표로 문화예술을 지원하고 있다. 경기문화재단은 시대적 환경과 요구에 따라 초창기 문학, 미술, 사진, 음악, 연극 그리고 무용의 장르를 구분하여 창작활동에 대한 지원을 하였고 1999년 이후 건축, 출판, 영상 그리고 대중예술 분야에 대한 창작활동 지원을 확대하였다. 이는 보다 많은 지역민들이 예술을 향유하고 문화 복지를 체감할 수 있는 행정적 지원의 시작이라는 의미가 있다. 2000년 이후 대중문화에 대한 수요가 높아지는 사회적 환경의 변화에 따라 대중예술 및 영상 분야에 대한 지원을 확대하여 나갔다. 그리고 경기문화재단은 지원체계를 일반 시민의 문화적 향유기회 확대를 위한 일반지원과 전문예술인들을 위한 집중지원으로 이원화하고 다양한 지원사업을 시행하여 문화행정에 대한 지원에 있어 균형을 유지하고 있다. 이를 통해 경기도 지역 문화예술인들의 창작예술 수준이 높아졌으며, 또한 지역민들은 보다 많은 예술적 향유를 체험할 수 있는 기회가 확대되었다. 이는 경기문화재단의 창작예술에 대한 행정적 지원체계가 시대적, 사회적 상황의 변화를 반영하고 있다는 것을 시사한다.
