Faced with a rapid increase in the number of legislative bills, it is difficult to ensure the quality of laws while maintaining the current bills deliberation system. In this context, the adoption of a system to evaluate the legislative impact of bills motioned by members of the National Assembly will enhance the efficiency of bills deliberation by relevant standing committees and the quality of the bill itself as it enables a pre-evaluation of the bill prior to deliberation. In particular, it is expected to complement the function of review reports prepared by legislative counsel, a mandatory phase after a bill is introduced at a committee. The Korean National Assembly has yet to officially adopt a system of this title; however, various forms of legislative impact evaluation are already being carried out under varying names. The introduction of a system to evaluate the impact of legislations will contribute to further strengthening the current legislative support service. It should be pursued by actively utilizing the specialized legislative support organizations under the National Assembly that maintain neutrality, namely the National Assembly Secretariat, National Assembly Budget Office (NABO), and National Assembly Research Service (NARS), and it should aim to improve the efficiency and rationality of legislative activities while preventing controversies associated with the violation of legislative rights of members.

법률안이 급증하고 있는 현실에서 현재의 법률안 심사 시스템을 유지하여 법률의 품질을 보장하기는 어렵다. 따라서 의원발의 법률안에 대하여 입법평가제도를 도입하여 법률안을 사전에 평가하고 이를 바탕으로 상임위원회 심사가 진행된다면 법률안 심의의 효율성과 내용의 품질이 높아질 수 있을 것이다. 특히 모든 법률안의 위원회 상정 단계에서 필수적으로 이루어지는 전문위원 검토보고와 기능적 상호보완도 기대할 수 있을 것이다. 입법평가라는 명칭의 제도는 도입되지 아니하였으나 이미 국회에서 다양한 이름과 형식으로 사실상의 입법평가가 이루어지고 있다. 따라서 입법평가제도의 도입은 기존의 입법지원서비스를 강화하는 의미가 있다. 국회사무처, 국회예산정책처 및 국회입법조사처 등의 중립적이고 전문적인 입법지원기관들을 적극적으로 활용하여 국회의원의 입법권 침해 논란을 방지하면서 입법활동의 효율성과 합리성을 제고하는 방향으로 입법평가제도의 도입을 추진해야 한다.
