Is Initiative for South American Regional Integration(IIRSA) an “inclusive” development? IIRSA is an infrastructure-oriented projects which primarily aim to extend for Social Overhead Capital(SOC) while the leftist governments in South America seized the power at the beginning of 21st century. In this context, this paper seeks to find as to whether IIRSA is de facto coupled with the notion of inclusive development, which mainly cares for the interests of multi-faceted actors. Thus, to solve this puzzle, the fieldwork has been implemented. The fieldwork took place on a tri-border state of Brazil, Peru and Bolivia where Integration Bridge constructed, in the line of Bi-Oceanic highway. Particularly, this paper is interested in finding out to see whether IIRSA, which is coupled with the emergence of leftist governments, remains as a rhetoric or conducted de facto to carry out the inclusiveness. The research methodology employed as a mixed method by qualitative and quantitative, so as to conduct a fieldwork research. Assis Brazil, in which the Acrean Integration Bridge has been constructed and located in a border city of Acrean state, has two interesting historical facts. One of them is rubber tree and latex and the other, the cattle's occupation in Amazon area. Subsequently, this research understood historically embedded societal structure, which contains the notion of bifurcated aspects as patron vs semi-slavery, by way of these two interesting factors. Finally, this research found that because of this embedded societal structure societal-economic ‘path dependence’ played a key role in limiting the nature of inclusive development of IIRSA at the local level.

¿Es la Iniciativa para la Integración Regional Sudamericana(IIRSA) un desarrollo “inclusivo”? IIRSA es una infraestructura orientada a proyectos que apuntan principalmente a extenderse para Capital Social Generalizado(Social Overhead Capital, SOC) mientras que los gobiernos izquierdistas de Sudamérica se apoderaron del poder a principios del siglo XXI. En este contexto, el presente trabajo busca hallar si la IIRSA está de hecho unida a la noción de desarrollo inclusivo, que cuida principalmente los intereses de actores polifacéticos. Por lo tanto, para resolver este rompecabezas, el trabajo de campo se ha implementado. El trabajo de campo tuvo lugar en un estado de tres fronteras entre Brasil, Perú y Bolivia, donde se construyó el Puente de Integración, en la línea de la autopista Bi-Oceánica. Particularmente, este trabajo está interesado en averiguar si la IIRSA, unida a la aparición de gobiernos de izquierda, sigue siendo solo retórica o se lleva a cabo de facto para llevar a cabo la inclusión. La metodología de investigación empleada fue un método mixto cualitativo y cuantitativo, para realizar una investigación de campo. Assis Brasil, donde se ha construido el Puente Acreano de Integración y se encuentra en una ciudad fronteriza del estado de Acreán, tiene dos interesantes hechos históricos. Uno de ellos es el caucho y el látex y el otro, la cría de ganado en el área amazónica. Posteriormente, esta investigación comprendió la estructura social históricamente incrustada, que contiene la noción de aspectos bifurcados como patrón vs semi-esclavitud, a través de estos dos factores interesantes. Finalmente, esta investigación encontró que debido a esta estructura social integrada, la “dependencia de la ruta” socio-económica desempeñó un papel clave en la limitación de la naturaleza del desarrollo inclusivo de IIRSA a nivel local.
