This study focuses on the program of cooperation among the industry, government and university of Kyotango-city in Kyoto prefecture, and analyzes the performance of social enterprise’s support policy of the local government in Japan. The Kyotanto-city is implementing the project of “TANTO ART & DESIGN PROJECT”, which is consisted of government (the Kyotango-city Welfare Division), the university(Kyoto Institute of Technology) and the welfare offices. In this study, we conducted an interview survey to understand the project contents more clearly. Social welfare offices are hiring disabled people to produce products and regularly check the workplace safety management. The Welfare Administration of the Kyoto City manages the disabled work environment of the welfare offices and operates a retail store that sells the products of welfare offices. Kyoto Institute of Technology is strengthening the product competitiveness by carrying out design improvement work. This project aims to increase the incomes of people with disabilities and social activities through the employment and production activities of the local handicapped people, as well as to revitalize the local economy through the production and sales of local products. “TANTO ART & DESIGN PROJECT”, which implements policies to foster local social enterprise, gives a guideline for the local governments of Korea, which is emerging as an urgent task to create jobs for the handicapped and to increase sales of social enterprise products. In order to the direct and efficient support of the social enterprises to the local economy in South Korea, further research should be conducted of “TANTO ART & DESIGN PROJECT”.

본 연구는 교토부(京都府) 교탄고시(京丹後市)의 산관학 연계 프로그램에 주목하여 일본 지방자치단체에서 시행되고 있는 사회적기업 지원정책의 성과에 관하여 분석하였다. 교탄고시에서는 정부기관(교탄고시 복지과(京丹後市福祉課)), 대학(교토공예섬유대학(京都工芸繊維大学))과 지역의 사회복지법인 복지사업소(福祉事業所)가 연계하여 ‘탄고 아트&디자인 프로젝트(たんごアート＆デザインプロジェクト)’를 추진하고 있다. 본 연구에서는 프로젝트의 사업내용을 보다 면밀히 파악하기 위해서 인터뷰조사를 시행하였다. 사회복지소는 장애인을 고용하여 제품을 생산하고 있으며 정기적으로 업무환경 안전관리 점검도 실시하고 있다. 교탄고시 복지과는 복지사업소의 장애인 업무환경을 관리하고 복지사업소의 제품을 판매하는 직영점을 운영하고 있다. 교토공예섬유대학은 디자인 개선작업을 시행하여 상품경쟁력을 강화하고 있다. 이 프로젝트는 지역 장애인의 고용과 생산활동을 통하여 장애인 소득증대와 사회적 활동 도모는 물론, 지역제품 생산 및 판매를 통한 지역경제 활성화를 목표로 하고 있다. 지역 사회적기업의 육성정책을 시행하고 있는 교탄고시 프로젝트는 취약계층인 지역 장애인의 고용 창출과 사회적기업 제품의 매출확대가 시급한 과제로 부상하고 있는 한국 지방자치단체에 시사하는 바가 크다. 교탄고시의 산관학 연계체제에 의한 사회적기업 육성 프로젝트를 한국의 지방자치단체에서 활용 및 도입할 수 있는 방안을 마련해야 할 것이다.
