The world economy is now still in a slump since the global financial crisis in 2008. The reason for the prolonged slump is that nations have carried out wrong diagnosis for its cause. Besides, they have employed wrong measures. This slump is rooted in reckless money supply. Despite of that, nations have expanded money supply to solve the economic stagnation. This is a fundamental reason why the world economy cannot escape from the slump. In order to get out of the slump and to achieve sustained growth, mal-investments, which occurred due to reckless money supply, must be rectified; capitals in mal-investments must be converted into productive employments. Government policies should therefore focus on removing obstacles to impede the conversion process. Furthermore, to prevent financial crisis like the 2008 one, we should reform the current money and banking system in which excessive money supply is possible. To forestall excessive mony supply, we should establish both the independence of central banks and the rule-based monetary policy.

2008년 글로벌 금융위기 이후 세계경제는 침체국면에서 벗어나지 못하고 있다. 수많은 유동성을 풀었음에도 불구하고 지금 세계경제가 침체의 늪에서 빠져 나오지 못하는 이유는 원천적으로 진단이 잘못되었고, 잘못된 진단 하에서 잘못된 처방을 사용하였기 때문이다. 작금의 불황의 원인은 무분별한 통화발행에 있다. 그런데 그것을 다시 더 많은 통화를 풀어 해결하려고 했기 때문에 경제침체에서 벗어나지 못하고 있는 것이다. 작금의 경제침체에서 벗어나고 경제가 지속적인 성장을 유지하는 길은 과다한 통화발행으로 왜곡된 투자가 교정되어 잘못된 투자가 생산적인 곳으로 사용되도록 하는 것이다. 그러므로 정부가 해야 할 일은 그러한 것을 방해하는 장애물들을 제거하는 일이다. 그리고 향후 2008년 금융위기가 발생하지 않도록 하기 위해서는 무분별하게 화폐가 발행될 수 있는 화폐금융제도를 개혁해야 한다. 현 중앙은행제도에서 화폐의 무분별한 발행을 막을 수 있는 장치는 중앙은행의 독립성과 준칙에 의한 통화정책이다.
