The purpose of this study is to provide basic theoretical data to enhance the application of drones in maritime security area, and it is expected to be applied to safety area of marine security along with technological progress of drones. In the public sector of maritime, there is a need to discuss this issue when there is a high public utilitarian expectation value due to the use of unmanned airplanes in proportion to the profit unlike the ground, The purpose of this paper is to present the theoretical basis data for securing maritime sovereignty and obtaining maritime safety field through the use of drone in marine security safety field. In the area of maritime safety, drones and other unmanned aircraft are expected to be used for marine traffic control, accident prevention, and disaster preparedness based on information retrieval through marine topography search. In addition, it can be applied to the search structure due to maritime accidents, ship collision prevention, and the safety of maritime security facilities such as port facilities. It is necessary to improve the technical aspects in advance, and to continuously study the technical feasibility for the application in maritime security field.

본 연구는 드론의 해양경비안전 영역에서의 활용을 높이기 위한 이론적 기초자료를 제공하고자 하였으며, 드론의 기술적 진보와 더불어 해양경비안전 영역에적용되어 그 효율성이 높아질 것으로 기대된다. 공공부문에 있어 무인항공기의 활용에 따른 공익적 기대가치가 사익과의 비례성에 비추어 높을 때 이에 대한 논의가 이루어질 필요성이 제기되며, 특히 해상의 경우 지상과는 달리 무인항공기에 따른 부작용이 상대적으로 감소된다고 판단되는 바해양경비안전 분야에서의 드론 활용을 통하여 해양 주권 확보와 해상안전 분야의 선진화를 얻기 위한 이론적 근거자료를 제시하고자 한다. 해양경비안전 분야에 있어서 드론 등 무인항공기는 해양지형 탐색을 통한 정보 획득과 이를 기반으로 한 해상 교통관제 및 사고 예방, 그리고 재해재난 대비에 활용될 수 있을 것으로 예상된다. 또한 해상 사고에 따른 수색구조와 선박충돌 예방, 그리고 항만 시설 등 해상 보안 시설물 안전에 활용될 수 있을 것이다. 기술적 측면에서의 개선이 선행적으로 이루어질 필요성이 제기되며, 향후 해상 치안 분야에서의 활용을 위한 기술적 타당성에 대한 연구가 지속적으로 이루어져야 할 것이다.
