Many empirical studies have given attention to the confidence in the police as it is considered to be a driving force of the community based policing. Two conceptual models, instrumental and expressive, have been developed as the strongest research framework in this regard. The expressive model proposes that citizen’s perceptions of social norms, values, and community atmosphere are expressed to influence confidence in the police, while the instrumental perspective insists that public concerns about police performance in crime prevention are linked to their confidence in the police. Research based on these models has mostly been conducted in western countries and less attention has been given to Asian countries. To fill this void, this study designed a comparative research frame by using the sample of Koreans and Mongolians. It is the value of this study to investigate the expressive and instrumental factors of confidence in the police by using a relatively neglected sample of two Asian countries, with a similar but different culture and history. The results revealed that major factors are not evenly associated with confidence in the police between the two countries. Perceptions of crime trend, indirect victimization, physical disorder were important predictors among Koreans, while fear of crime, community cohesion were significant predictors among Mongolians. Importantly, informal social control was the strongest factor of confidence in the police in both countries and it was the only common predictor. Interestingly, age showed a mixed effect. Older citizens in Korea and younger citizens in Mongolia expressed higher levels of confidence in the police. Implications for policies and future research were discussed based on the findings.

시민들의 경찰에 대한 신뢰도는 경찰활동의 원동력이자 핵심요소로 인식되어 이에 대한 많은 연구가 수행되면서 몇 가지 연구모형으로 발전하였다. 경찰은 치안활동의 도구로 인식되기에 경찰활동의 주요목적인 치안유지의 결과가 경찰신뢰도에 반영된다는 도구적인 설명과 지역사회의 가치 및 규범과 같은 전통적인 가치에 대한 인식이 경찰신뢰도로 표출된다는 표현적인 설명이 대표적인 연구모형이라 할 수 있다. 영국과 미국 등 서구국가들에서의 축적된 연구를 중심으로 형성된 이러한 연구모형에 대한 아시아적 접근과 국가 간 비교 연구는 많지 않다. 선행연구에서의 이러한 한계를 극복하고자 본 연구는 유사한 문화권에 속하면서도 상대적으로 상이한 정치·역사적 배경을 가지고 있는 한국과 몽골 시민들의 설문자료를 활용하여 경찰신뢰도에 영향을 미치는 요인을 비교론적인 견지에서 검증하였다. 경찰신뢰도 연구모형 검증에서 그동안 상대적으로 소홀했던 아시아 국가를 배경으로 하였다는 점과 한국과 몽골의 사회구조와 정치구조의 유사점과 차이점을 고려한 비교연구를 진행하였다는 것이 본 연구의 의의라 하겠다. 분석결과 한국시민들과 몽골시민들 간 경찰 신뢰도에 영향을 미치는 요인에 있어서의 공통점과 차이점을 발견할 수 있었다. 두 나라 모두에서 표현적 연구모형이 도구적 연구모형보다 더 높은 설명력을 보였으며, 도구적 연구모형에 대한 설명력은 몽골보다 한국에서 더 높았다. 한국시민들에게 있어서는 범죄추세에 대한 인식, 간접적인 범죄피해, 물리적 무질서 인식 등이 중요하였으며, 몽골시민들에게는 범죄두려움, 지역사회유대감 등이 유의미한 영향력을 보였다. 비공식사회통제에 대한 인식은 두 나라 모두에서 가장 큰 영향력을 보이는 요인이었다. 흥미롭게도 시민들의 연령은 반대의 효과를 보였는데 한국에서는 나이가 많을수록 그리고 몽골에서는 나이가 적을수록 경찰에 대한 높은 신뢰도를 보였다. 이러한 분석결과를 토대로 정책대안과 후속연구를 위한 시사점을 논하였다.
