The crowded outdoor-events are getting increased because of the diverse demands of people. Many local governments make an endeavor providing their residents for a lot of events including local festivals, athletics competitions, concerts, and so on. However, there is always a risk of unpredicted accidents so that needed a steadily comprised risk manual. In addition, a convenience is also an important issue because of increasing the numbers of family participants. Unfortunately, many studies pointed out inefficacy of current risk manual and standard for these kinds of events. As a result, this study attempted to provide a new guideline based on the comprehensive perspectives of criminology, crisis management, and women’s studies in order to examine safety and convenience of the crowded outdoor-events. To test the proposed guideline, two hundred questionnaire data were collected from two major outdoor-events in Dae-gu. The data analyses were performed in order to figure out gender differences in terms of individual question of the guideline. The gender differences, based on statistical results, were not found. And the medium level of safety and convenience were found in two major summer events in Dae-gu.

옥외 다중운집행사는 다양한 문화적 수요 증가에 따라 지속적으로 증가하고 있다. 많은 지방자치단체들은 지역축제, 체육대회, 공연 등 다양한 행사를 지역주민들에게 제공하고 있다. 다만 이 같은 옥외 다중운집행사의 증가는 행사장 사고 위험성을 항시 내포하고 있어 철저한 안전관리가 요구된다. 또한 가족단위 행사 참여가 많아지면서 행사장의 편리성 확보 역시 중요하다. 하지만 기존 옥외다중운집행사의 안전관리에 관한 기준은 실효성에 의문이 있어 종합적인 안전 가이드라인 개발이 요구된다. 이에 이 연구에서는 범죄학, 재난·재해, 그리고 여성학적 측면에서 다중운집행사의 안전성 및 편리성 확보를 위한 옥외다중운집행사 진단 가이드라인을 제시하고자 하였다. 옥외다중운집행사 안전관리 가이드라인은 범죄예방, 안전사고 예방, 그리고 편리성 강화를 위한 문항들로 구성되었다. 새로운 가이드라인의 평가를 위해 대구 치맥축제 및 신천 돗자리 음악회에 참여한 시민 200명을 대상으로 설문조사를 실시하였고 남녀 성별에 따른 인식 차이를 분석하고자 하였다. 분석결과 개별 문항들에 대한 남녀 간의 차이는 발견되지 않았으며 행사장 안전성과 편리성에 대한 평가 결과는 중간 정도 수준인 것으로 나타나 보다 안전성과 편리성을 확보 할 필요성이 요구된다.
