The purpose of this study is to research the evaluation methods and the items to be revised or presented on the national technical qualification based on the National Competency Standard in order to solve some discordance between the capability required in industrial sites and the national technical qualification. Expert groups were formed and investigated to propose practical test type(working pattern) of visual design field which is based on two learning modules and the ability unit of the L5 & L3 (NCS Visual Design companies), on the types of questions (working patterns) of the national technical qualification of the Visual design field(visual design engineer, visual design industry engineer, computer graphic operation technician). The results of the analysis are as follows. First, it was found that visual design engineer improved the standard connectivity by 13.85%, the qualification field availability by 12.9%, the qualification popularity by 3.42%, and the evaluation propriety by 2% with the evaluation method reflecting the industrial field popularity. Second, it was found that visual design industry engineer improved the those by 20.7%, 10%, 4%, and 4.9%. Third, it was found that computer graphic operation technician improved those by 5.7%, 4.6%, 11%, and 8.5%. Through this study, we can expect the new leaps and increased status of the national technical qualifications system by strengthening the field availability and popularity of national technical qualifications and by identifying exactly job competencies required in the industrial field with the improvement of the qualification NCS capability unit.

본 연구는 산업현장에서 요구하는 수행능력과 국가기술자격 불일치를 해소하기 위해 국가직무능력표준(NCS: National Competency Standard)을 기반으로 국가기술자격이 새롭게 수정·제시되어야 할 항목과 평가방법 연구에 목적을 둔다. 시각디자인 국가기술자격(시각디자인기사, 시각디자인산업기사, 컴퓨터그래픽운용기능사) 작업형 문제유형을 NCS 시각디자인사 L5, L3의 2가지 학습모듈과 능력 단위 기반으로 시각디자인 분야의 실기시험유형을 제안하기 위해 전문가 집단 및 중소기업, 소기업 중심 산업체 방문을 통하여 연구가 이루어 졌다. 분석 결과는 다음과 같다. 첫째 시각디자인기사는 표준연계성이 13.85% 자격현장성 12.9%, 자격통용성이 3.42%, 평가적정성이 2%로 증가하여 산업현장 통용성을 반영한 평가방법이 개선되었다. 둘째 시각디자인산업기사는 표준연계성이 20.7%, 자격현장성 10%, 자격통용성이 4.4%, 평가적정성이 4.9%로 증가, 산업현장 통용성을 반영한 평가 방법이 개선되었다. 셋째 컴퓨터그래픽스 운용기능사는 표준연계성이 5.7%, 자격현장성 4.6%, 자격통용성이 11%, 평가적정성이 8.5%로 증가하여 산업현장 통용성을 반영한 평가 방법이 개선되다. 이상과 같이 NCS의 능력단위의 특징은 업무의 과정보다는 업무의 성공적인 수행에 초점이 맞추어져 있다. 본 연구를 통해 시각디자인 분야 자격평가방법을 NCS 능력단위를 기반으로 개선하여 국가기술자격의 현장성 및 통용성을 강화하고 산업현장에서 필요한 직무역량을 정확히 파악하여 국가기술자격제도 새로운 도약과 위상이 증대 될 수 있을 것을 기대한다.
