The purposes of this study are delineated and briefed as follows;First, to figure out the realities and degrees of teacher participation in school decision making in a more objective way.Second, to analyze systematically how far and what the teacher conflicts are in participating the process of school decision making.Third, to present the practical methodologies and progressive ideas for proliferating and establishing the shared decision making in site-based management, which are not accustomed milieu especially in Korea.To meet these purposes, at first, the quantitative analyses are conducted through 120 teachers' questionnaires which are to clarify the degree and level of participation in decision making. And then, the qualitative analyses are performed via intensive interviews with 30 selected teachers respectively about the natures and conflicts in the process of participative decision making in their schools.Major research findings and results are summarized as follows; First, the authorities of principals are by far the most influential in every respect, and then those of the faculty meeting or school governing body reached at the similar level, and the portion of department chairs lately increasing in shared decision making in school.Second, although the level of teacher participation is comparatively low, most of teachers demand the more active participation in the domains such as, school supervision, school budget policies, personnel administration, school facilities, and financial administration in school decision making, etc.Finally, several causes of conflicts embroiled are ① matter of whom to take part in and whom not to among, between and within teachers in decision making, ② lack of communication skills and art of negotiations among participants, ③ internal conflicts between the new ideas and old ones within the same individual, and ④ confusion about the locus of final decision making authorities, etc.

본 연구는 학교의사결정 과정에서 교사의 참여 실태와 그 수준을 보다 객관적으로 이해하고, 의사결정 참여 상황에서 교사들이 어떠한 갈등을 겪고 있는 지 심층적으로 분석하여, 의사결정 참여 과정에 익숙하지 못한 우리나라의 단위학교 상황에서 의사결정 참여체제의 확산과 정착을 위한 현실적인 행정실무의 발전 방안을 모색하는 데 목적을 두었다.이를 위하여 120명의 교사를 대상으로, 의사결정 참여와 그 수준에 대해서는 설문을 통한 양적분석을, 의사결정 참여과정에서 겪는 갈등에 대해서는 면접을 통한 질적분석을 실시하였다. 그 결과 첫째, 학교의사결정의 실제에 있어서 아직도 학교장의 영향이 컸으며, 교무회의나 학교운영위원회의 영향은 같은 정도, 부장교사의 영향이 매우 크게 부각되고 있었다. 둘째, 교사들의 의사결정 참여 수준은 기대에 못 미치는 것으로 나타났는데, 특히 수업장학, 학교예산 편성, 교무분장, 학급담임 배정 등에 보다 높은 참여가 이루어지기를 바라고 있었다. 셋째, 의사결정 참여에 따른 갈등 요인은 교사 간에 누가 참여하고 누가 참여하지 않는가와 참여자간의 의사소통기술의 결여, 새로운 생각과 고정관념의 대립 현상, 그리고 최종 의사결정의 소재에 대한 혼돈 등이었다.
