This consulting case reports a systematic procedure that can calculates composite performance scores integrating various R&D performance created by national R&D programs. Using these composite performance scores, annual R&D performance can be summarized more apparently during the entire period of analysis. In particular, a two-step normalization process is adopted in this procedure where the original R&D performance characteristics are transformed into normalized characteristics considering the amount of annual R&D budget as well as the first year of the entire analysis period called “base-year”. Consequently, a time-series of composite performance scores is generated by multiplying R&D budget-based weights with normalized characteristics which can depict appropriately the annual trend of the overall R&D performance concerned. A simulation dataset is established with which the procedure is demonstrated to help R&D performance evaluation practitioner understand application steps in detail. The results show that the composite performance score of the base-year plays an anchor point reflecting the R&D budget variation properly for comparing the remaining annual subsequent values within the time-series of composite performance scores.

본 사례는 국가연구개발사업으로 창출된 다양한 R&D 성과를 단일지수, 즉 종합성과지수라는 값으로 산정하고 분석 기간 동안 R&D 성과를 비교하는 과정을 설명한다. 특히 R&D 사업 특성을 감안해 선정된 R&D 성과 지표를 R&D 투입 예산에 근거하여 그리고 분석 기간 첫째 연도인 기준년도를 근거하여 각각 2단계 정규화 (normalization) 절차를 거쳐 변환한 후, 투입 기준 가중치를 부여해 합산함으로써 연도별 추세 분석이 가능한 종합성과지수 시계열을 산정하는 절차를 논의한다. R&D 성과 평가를 담당하는 현장 실무자의 이해를 돕기 위해 실험 자료 및 결과를 제시한다. 본 사례에서는 기준년도 종합성과지수를 비교 출발점으로 고정시킨 후, R&D 투입 예산 차이를 반영한 종합성과지수 시계열이 도출되었다.
