The reason that local governments are lukewarm for establishing an organization that operates a 'human rights' system is because they deny 'human rights' as a dogma of the progressive camp, or as a 'regulatory institution'. In this situation, the difference between the opinions of the local autonomous bodies remains clear as to whether to establish a dedicated human rights organization or judge at a certain distance, and whether to grant the authority to investigate and remedy even if an organization is newly established State. The purpose of this study is to apply Eugene Bardach 's model [ⅰ) Game phenomenon in the execution game, ii) delay in the execution game], which deals with conflict, persuasion, negotiation, strategy and tactics, in the course of policy making, through various strategic interactions among participants in the Jeonbuk Human Rights Center. As a result, first, the game phenomenon that appeared in the executive game was found to be ⅰ) distortion of goal, ⅱ) administrative dilemma [resistance of organizational management department, social entropy], ⅲ) energy dispersion [sticking, odd man out], Second The delays in the game are classified into (i) delay in business assembly process, and (ii) delay in collective decision making process. Also, in the process of establishing the Human Rights Center, the fixer took an active gesture in the 'honorary game' without benefit.

지방자치단체가 ‘인권’제도를 운영하는 조직의 설치에 미온적인 이유는 ‘인권’을 진보진영의 도그마로 치부해버리거나, 아니면 언제든 ‘뜨거운 감자’가 될 수도 있는 ‘규제기관’이라는 편견 때문이다. 이런 상태에서 인권전담조직을 신설할 것인지, 아니면 일정한 거리를 두고 판단할 것인지, 또 조직을 신설한다고 하더라도 조사 및 구제권한까지 부여를 할 것인지 말 것인지에 대해 지방자치단체 간 견해의 차이가 극명하게 남아있는 상태이다. 이에 본 연구는 전라북도 인권센터 신설과정을 둘러싸고 등장하는 참여자들의 다양한 전략적 상호작용 속에서 일어나는 갈등과 설득, 협상 그리고 전략과 전술로 구성되는 게임이론을 정책집행과정에서 다룬 Eugene Bardach의 모델을 적용하여 ⅰ) 집행게임에서 나타난 게임현상과 ⅱ) 집행게임에서의 지연현상으로 설명하였다. 결과적으로 첫째, 집행게임에서 나타난 게임현상으로는 ⅰ) 목표의 왜곡, ⅱ) 행정의 딜레마 [조직관리부서의 저항, 사회적 엔트로피], ⅲ) 에너지 분산 [고집, 밀어넣기]가 발견되었으며, 둘째 집행게임에서의 지연현상으로는ⅰ) 사업조립과정에서의 지연, ⅱ) 집단적 의사결정과정에서의 지연현상으로 구분되어 나타났다. 또한 인권센터 신설과정에서 해결사(fixer)는 실익 없는 ‘명예게임’에서 적극적인 제스처를 취한 것으로 나타났다.
