The principle of Korean orthography(Hangeul - Machumbeup) is clearly stated in the general rules of Hangeul - Machumbeup. First one is to write down as the sound itself, and second is that Writing down should be coincident with the grammar. These two principles seem to conflict with each other at a glance. But they are in complementary relations. One is to represent the principle and the other is to represent the method. The sound has or embraces two forms . underlying form and surface form. So when we write down the sound by letters, we must decide the method of writing whether we write it down as the underlying form or not. First rule of Hangeul . Machumbeup is that the sound and the orthography is to be coincident with each other and second rule of Hangeul . Machumbeup is that we must vary the methods of orthography according to the situation. We write down the sound as the underlying form when we can explain the variations of the words synchronically, but We write down the sound as the surface form when we can’t explain the variations synchronically.

한글맞춤법의 원리는 총칙 제1항에 나와 있는 ‘소리대로 적되, 어법에 맞게’이다. ‘소리대로’ 적는 것이 일차적인 근원적인 원리이고, ‘어법에 맞 게’는 이차적인 방법적인 원리이다. 소리대로 적는다는 것은 소리와 일치 하게 적는다는 것으로 소리의 ‘본음과 임시음’ 중 본음 위주로 적는다는 것이고, 어법에 맞게 적는다는 것은 본음대로 적을 필요가 없을 경우가 있으므로 본음과 임시음 중 표기의 대상으로 선택할 때에는 어법에 맞게 한다는 것이다. 이런 의미로서 ‘어법에 맞게’라는 개념은 공시적인 규칙으로 인정할 수 있는 것은 본음인 어원을 밝혀 적고, 공시적인 규칙으로 인정할 수 없는 것은 그 어원을 밝혀 적지 않는다는 것이다.
