In our conversation regarding educational matters such as the national publication of the Korean history textbook, it is frequently argued that education can somehow contribute to the development of political culture. This article examines the logical soundness of such an argument that education can lead political advancement, first by examining Plato’s philosophy that such a logic is possible through fostering capable political leaders and second by discussing John Locke’s political theory that politics can develop through providing proper civic education for every citizen. This research points out practical limitations that both thinkers’ arguments have to face in considering their practical implementation and finally interprets such limitations as a ground for educators’ duty to keep political neutrality.

교과서 검인정에 관한 논쟁이나 각종 세부 교육정책에 대한 판단의 근거로 빈번히 사용되는 논리 중‘교육이 정치 발전에 기여할 수 있다’는 논리를 드는 사례가 많다. 본고는 해당 논리를 철학적으로 검토하여 교육과 정치 발전 간 보다 이론적으로 타당한 관계를 탐색한다. 특히 지도자의 양성을 통하여 기여하는 방안을 검토하였던 플라톤의 철학과 시민들의 능력 향상을 통하여 기여하는 것을 주장하였던 존 로크의 철학을 현실적 한계점에 근거하여 비판적으로 논의한다. 본고는 궁극적으로 교육과 정치는 독립적으로 추구되어야 하는 영역들이며, 따라서 교육관련자들은 정치적 문제와 관련하여 중립성을 지켜야 함과 교육정책의 정치적 중립성이 추구되어야 함을 주장한다.
