The aim of this study is to reveal the political mechanisms underlying the teacher education program evaluation which has been initiated by the government for the last 17 years. This study analyzed macro-level political mechanisms between government and universities regarding the teacher education program evaluation in four areas such as evaluation governance, the purpose of evaluation, evaluation measures and methods, and the utilization of the evaluation results. The analyses revealed that centralized and hierarchical relationships are formed between the ministry of education, the evaluator and the universities, the evaluatees, and even the relationship between the external evaluation board and the universities turns out to become highly bureaucratic rather than being professional and collegial. This study also found that the teacher education program evaluation intends to implement reconstructuring of the teacher education programs only to project the political rhetoric of educational reform. The evaluation puts too much emphasis on the indicators such as management and performances which are easily quantified and objectified, which in turn makes it possible to do a potentially relative evaluation among th universities. The evaluation results are used to downsize the teacher education programs as a way of punitive disciplinary actions rather than being used to improve teacher education programs based on the understanding of the current state of teacher education programs. This study argues that the political mechanism underlying the teacher education program evaluation serves as a method enhancing the ever-increasing control of the government on education. This study concludes that the political mechanisms underlying the teacher education program evaluation eventually lowers the quality of higher education.

본 연구는 평가라는 활동 자체가 정치적 속성을 가진다는 전제 하에 정부주도로 추진되고 있는 교원양성기관평가에 내재해 있는 정치적 기제를 밝히고자 하였다. 분석결과, 평가지표 개발이나 평가진행 과정에서 교원양성기관 운영의 주체인 대학은 교육부와의 관계에서 상호합의의 주체로 참여하기보다는 교육부가 제시한 평가지표를 달성해야 하는 피 평가자의 입장에 서게 된다. 외부평가단이 외현적으로 동료중심의 평가모형을 취하지만 실제로는 교육부의 대리인으로서 교육부가 제시한 평가 틀을 따를 수 밖에 없는 구조기이기 때문에 평가의 전 과정은 위계적이며 관료적인 성격을 띠게 된다. 교원양성기관의 질적 수준을 강화함으로써 법적, 전문적, 사회적 책무성을 달성하도록 하겠다는 평가의 목적도 양성기관의 정원조정이나 정부의 개혁의지를 전시하려는 의도를 숨기는 수단으로 활용되고 있다. 평가방법이나 수단 또한 표준화된 평가지표를 제시하여 평가과정이 객관적이고 공정하게 진행되는 것처럼 보이지만, 이면에는 구조조정이라는 평가의 의도를 실현하기 위한 정치성이 감추어져 있다. 교원양성기관평가에 내재해 있는 이러한 정치적 기제는 대학에 대한 국가의 지배를 강화하는 기제로서 창조적인 교수활동을 추진해야 하는 교수와 대학들이 비판적 능력을 상실한 채 획일화된 평가기준에 과잉동조함으로써 대학교육의 실질적인 질이 하락하는 결과를 가져올 수 있다.
