The purpose of this study is to analyze the problems of concurrent private education and to provide foundational materials for schools that can settle above problems. The method of this study is to investigate and analyze the documents, materials and data related to private education. According to analysis, the problems of private education are as follows. First, the strong dependence of private education will bring about classroom collapse and this state will weaken the school power. Second, the current state will arrest the students' affective and physical development. Third, it will bring about the extravagance with social expenses and the disadvantage of national economy. Fifth, it will bring about the inequality of educational opportunity.To settle these problems of private education, the roles that elementary schools must perform are as follows. First, the differentiated supplementary lessons should be operated. Second, the special skills and aptitude education after school should be activated. Third, the after school classes for the lower grades of elementary school should be operated. Forth, the teachers of superior ability should be secured. Fifth, the methods of instruction and evaluation should be improved. Sixth, the system of career guidance should be raised. Seventh, the responsible teaching system for achieving primary scholastic abilities should be strengthened. Eighth, the efforts to conquest academic clique policies and distorted educational views are needed.Based on above finding, the suggestion for further study is that the degrees of private education must not influence students' achievement. And, it should be followed with studies on raising the efficiency of public education.

본 연구의 목적은 사교육이 어떤 문제점을 지니고 있으며, 이를 해결하기 위해 학교 교육은 어떻게 이루어져야 하는가에 대한 기초 자료를 제공하는 것이었다. 본 연구의 방법은 사교육 관련 문헌자료를 분석․검토하는 것이었다. 분석․검토 결과 나타난 사교육의 문제점은 첫째, 사교육에 대한 지나친 의존은 교실붕괴 현상을 초래하여 학교교육의 교육력 약화를 가져다주고 있다. 둘째, 학생들의 정서적․신체적 발달을 저해하고 있다. 셋째, 사회적 비용의 낭비와 국가경제의 왜곡현상을 발생시키고 있다. 넷째, 교육기회의 불평등 현상을 낳고 있다.이러한 사교육의 문제점을 해결하기 위해 초등학교에서 담당해야 할 일은 다음과 같다. 첫째, 학교에서는 수준별 보충학습을 실시하도록 한다. 둘째, 방과후 특기․적성교육 활성화를 기한다. 셋째, 탁아수요 흡수의 일환으로 초등학교 저학년을 대상으로 ‘방과후 교실’을 운영한다. 넷째, 우수교원을 확보하도록 한다. 다섯째, 수업․평가방법을 개선한다. 여섯째, 진로지도를 강화한다. 일곱째, 기초학력책임지도제를 강화한다. 여덟째, 학벌주의․왜곡된 교육관 극복을 위해 노력해야한다.본 연구와 관련하여 사교육의 효율성에 대한 연구가 이루어져야 할 것이다. 즉 사교육 수혜 여부에 따른 학업성취도의 차이를 분석하는 연구가 이루어져야 할 것이다.
