In recent years, the Korean government observed medical tourism, a part of the new growth industry, to be an emerging growth engine, thereby putting more efforts in medical law amendment and medical tourism service advancement. The medical tourism industry is a new blue ocean industry, a global business in which infinite competition is possible, as it is able to attract potential patients from all over the world, transcending the boundaries of continents, countries, and/or regions. In correspondence to such a trend, the Korean government is striving to occupy the global blue ocean market. In order to do so, the government is aiming at creating another cultural code by promoting the national brand image and organizing a new growth power through convergence with various industries. This new cultural code is a methodological approach that fulfills human being’s natural instinct to lead a healthy life. By undergoing this process of advanced concept of convergent industry, the purpose of the government is to cultivate this industry as a higher value-added one in which quality jobs from a variety of areas can be created, not only limited to medical coordinator. Moreover, the geographical benefits as Korea lies at the center of triangle consisting of North East Asia, China, Japan, Russia, and the United States, advanced medical technology, and less-expensive cost make Korea an excellent candidate to become the center of medical tourism. Therefore, this article seeks out swift measures in preparation of advanced medical services for foreign patients. Specifically, the measures focus on former-Soviet Union patients, who constitute a large portion of foreign patients. The research examines the situation and pathological pattern of these former Soviet Union patients, followed by an analysis of the problems of Russian medical institutions and the causes. The article then points out some potential problems foreign patients might encounter in Korean medical industry and suggests means to improve those situations, thereby aiming at providing an advanced, timely Korean medical service. Ultimately, the most important purpose is to predict how this new industry brings about economic ripple effects, such as added value, profit, and creation of jobs and to examine the industry’s impact on the national brand of Korea and economy.

최근 우리 정부는 신성장 산업인 의료관광을 새로운 성장 동력으로 생각하고 의료법 개정과 의료산업 서비스 선진화에 더욱 노력을 가하고 있다. 이는 대륙과 대륙, 국가와 국가, 지역과 지역 경계를 넘어 전세계 모든 환자들을 유치할 수 있는 무한경쟁의 글로벌 사업으로 떠오르는 새로운 블루오션이다. 이에 우리 정부는 글로벌 블루오션 시장의 선점을 위해 국가 브랜드 이미지를 고취 시키고, 많은 관련 산업체와 융합, 복합으로 신성장 동력을 구성해 또 하나의 문화 코드를 만들어가는 것이다. 새로운 문화 코드로서 건강한 삶을 누리고 싶은 인간 본연의 자세를 충족시켜 주는 방법론적 접근이다. 신개념의 융합 산업으로 성장하여 향후 의료코디네이터 뿐만 아니라 여러 분야에서 양질의 일자리 창출이 가능한 고부가가치 산업으로 만들어 가고자 하는데 목적을 두고 있는 것이다. 특히 한국은 동북아시아 중𐄁일𐄁러𐄁미 트라이앵글 구도의 가운데 위치하는 지리적 장점과 우수한 의료기술, 저렴한 비용을 무기 삼아 의료관광의 거점지역으로 성장해 갈 수 있는 천해 장점을 지니고 있다. 이에 본 논문은 의료관광 사업에서 국외 환자들을 위한 선진화된 의료서비스를 미리 준비하기 위한 발 빠른 대응책을 강구하는데 목적을 두고 있다. 외국 환자들 중에서도 큰 비중을 차지하고 있는 구소비에트권 환자들에 대한 대응책이다. 연구는 구소비에트권 환자들의 현황과 질병패턴에 대해 살펴보았고, 다음으로 러시아 의료기관 문제점과 다양한 요인들을 분석하였다. 그리고 국내 의료 산업에서 외국환자들에게 찾아 올 수 있는 문제점과 개선 방안을 제시하여 우리의 의료서비스를 선진화된 수준으로 시기적절하게 제공하고자 함이다. 궁극적으로 가장 중요시 되는 것은 이 사업을 통해 새로운 부가가치, 소득, 취업유발과 같은 경제적 파급효과를 전망하고, 한국 브랜드 가치와 경제에 미치는 영향을 알아보고자 함이다.
