Korean government has implemented local decentralization policy since the resurrection of local autonomy in 1991. This paper focused on the transitions of central authority and administration to the local governments in many Korean administration and suggested some developmental ideas. As of those perspectives, first, the legal authority of a dedicated agency overseeing the decentralization, including the promotion of the central authority and administration transfer, should be strengthened. Second, it is needed to additional discoveries and promotion of the transfer of provincial transfer target office, Third, some ideas on sublate of the unit administration, functional transitions, establishment of expense-examination committee, and introduction of impact-evaluation system on the local transitions can be suggested. Fourth, autonomous policing and education, and reform of functions of special local agency can be suggested for the point of contacts of local citizens. Fifth, this research proposed the establishment of standing special committee on the local autonomy and development in the Korean National Assembly for the legal examination on the transitions of central authority and administration to the local governments. And Sixth, this study made a final suggestion of the differential local transitions by considering some characteristics of local governments.

우리나라는 1991년 지방자치제 부활이후 역대정부에서 지방분권정책을 추진해오고 있다. 본 연구에서는 역대정부에서 추진해 온 지방분권정책과제 중 핵심과제인 중앙권한 및 사무의 지방이양을 중심으로 그 이양 실태 및 문제점을 살펴보고 향후 그 발전과제를 제시하는데 목적이 있다. 즉 중앙권한 및 사무 지방이양의 발전과제로는 첫째, 중앙권한 및 사무 지방이양 추진을 포함한 지방분권을 총괄하는 전담기구의 법적 권한 강화, 둘째, 중앙권한 및 사무의 지방이양대상사무의 추가적인 발굴 및 이양 추진, 셋째, 단위사무의 지방이양을 지양하고 기능별로 이양을 추진하고 사무지방이양에 따른 가칭 지방이양 비용심사위원회 설치 및 지방이양 영향평가제도 도입, 넷째, 주민과 접점기능으로서 성격을 지닌 자치경찰제 실시와 교육자치 개선 및 특별지방행정기관의 기능조정 추진, 다섯째, 국회에 중앙권한 및 사무의 지방이양을 다룰 법안심사권을 가진 상설 지방자치발전특별위원회 설치, 여섯째, 지방정부의 특성을 고려한 차등적 지방이양 추진 등을 제시하였다.
