This study started with the necessity of research on cooperation with related organizations for efficient operation of integrated control center. The Integrated Control Center is operated based on cooperation with police agencies. But There seems to be no cooperative relationship with other institutions of related organizations such as fire fighting organizations etc.. The limits of institutional cooperation are First, the limit of the information integration of the integrated control system, Second, lack of command system through integrated control, Third, the lack of a system that enables such cooperation. In this study, cooperation procedures and conditions were suggested as a plan for cooperation between the Integrated Control Center and related organizations. Step-by-step approach of cooperation procedure of related organizations such as communication - cooperation - coordination - cooperation - convergence are establishment of a regular meeting, operating a small company, operating a research society, and establishing a cooperation organization. And suggested a plan for cooperation conditions have implicit and external factors. As inherent element are provide continuous data, exchange human resources, create educational opportunities, train internal instructors, publish common manuals, As external factors are tangible resource support, legal policy support, fair assessment and compensation. Finally, the limit of this study are First, there is a large amount of research in the absence of data on the status of the 171 Integrated Control Centers, Secondly, related research is very limited, Third, the cooperation status of related organizations has not been progressed except for the linkage with the police.

이 연구는 2014년에 연구되었던 CCTV 통합관제센터 운용에 대한 연구에서 한 발 나아가 통합관제센터의 효율적 운영을 위한 유관기관과의 협력방안에 대한 연구의 필요성이 있어 시작되었다. 각 지자체별로 운영되고 있는 통합관제센터는 경찰기관과의 협력을 기반으로 운영되고 있으나, 지자체간 업무 연계나 관련 기관인 소방 등 타 기관 및 부처와의 효율적인 협력관계는 직접적으로 이루어지지 않고 있는 것으로 보인다. 이와 같은 유관기관과의 협력에서 한계는 첫째, 통합관제시스템의 정보 연동의 기술적, 제도적 한계, 둘째, 통합관제를 통한 지휘체계의 결여, 셋째, 이와 같은 협력을 가능하게 하는 제도의 미비를 들 수 있다. 이 연구에서는 통합관제센터와 유관기관의 협력 추진 방안으로 협력 절차와 조건을 제시하였다. 협력 절차인 교신-제휴-조정-협력-컨버전스의 단계별 방안으로 실무자 협의와 협력을 위한 정기회의 개최, 소모임이나 연구회 운영, 협력기구의 설치 등을 제시하였다. 협력 조건으로 내재적 요소에 대해서는 지속적인 기관 간의 자료 제공, 인력 교류, 교육기회의 창출, 내부 강사 육성, 공통된 업무 매뉴얼 발행을, 외재적 요소에 대해서는 유형적 자원지원, 법정책지원 및 동기부여를 가능하게 하는 공정한 평가와 보상 등을 제시하였다. 마지막으로 이 연구의 한계는 첫째, 전국의 171개 통합관제센터에 대한 현황 파악과 관련된 자료의 부재와 전수조사를 실시하기에는 연구 규모가 크다는 것이다. 둘째, 관련 선행연구가 매우 부족하다는 것이고, 셋째, 유관기관의 협력 현황은 경찰과의 업무연계 외에는 진행되고 있는 바가 없다는 것이다. 향후 통합관제센터와 관련된 행정자치부의 연구 프로젝트 수행을 통해 연구 결과 분석과 후속연구를 기대해보고자 한다.
