Recently the number of North Korean defectors increase steadily in South Korea. In December 2015, the number of North Korean defectors has reached 28,795. South Korea has provided the personal protection system for North Korean defectors, and conducted various settlement support systems. But, criminal behaviors and criminal damages of North Korean defectors continue to occur. The purpose of this paper is to analyze the status of the protection and settlement support, and to present the effective protection and resettlement support plans for them to adapt and settle stably in South Korea society, In order to improve the personal protection system of North Korean defectors, first, we should strengthen the original roles of personal protection officers, and expand the security police force. Second, we must expand the expertise of personal protection officer. Third, the communication system must be maintained between the personal protection officer and North Korean defectors. Fourth, we should arrange the personal protection officer for the individual characteristics, and should raise the awareness of the personal protection officer for North Korean defectors. Next, in order to improve the settle support system for the North Korean defectors, first we should strengthen legal education to prevent criminal activity and crime. Second, we should reinforce the life guidance for North Korean defectors. Third, the organic cooperative relationship between the institution should be established.

최근 한국에 입국하는 북한이탈주민의 수가 꾸준히 증가하여 2016년 8월 29,688명에 이르고 있다. 한국 정부는 북한이탈주민에 대하여 신변보호제도를 마련하고 다양한 정착지원제도들을 실시하고 있음에도 불구하고, 북한이탈주민의 범죄행위 및 범죄 피해행위 등 사회 부적응 문제가 꾸준히 발생하고 있다, 이 논문의 목적은 한국 사회의 적응 및 통합에 적지 않은 어려움을 겪고 있는 북한이탈주민의 현황 및 특성, 북한이탈주민에 대한 신변보호 및 정착지원제도의 실태를 분석하고, 이들이 한국 사회에 성공적으로 정착할 수 있도록 보안경찰의 효과적인 보호 및 정착지원 방안들을 제시하는 것이다. 북한이탈주민 신변보호제도를 개선하기 위해서는 먼저, 신변보호 담당관 본연의 역할을 강화하고, 둘째, 신변보호 담당관의 인력을 확충할 필요가 있다. 셋째, 신변보호 담당관의 전문성을 확충하고, 넷째, 신변보호업무의 지속성을 유지해야 한다. 다섯째, 상호 간 연락체제를 강화하고, 여섯째, 대상자의 특성에 맞는 신변보호 담당관을 배치하여야 한다. 다음으로, 북한이탈주민 정착지원제도를 개선하기 위해서는 첫째, 생활법률교육을 강화하여야 한다. 둘째, 생활지도를 강화하여 사기피해 등을 당하지 않도록 해야 한다. 셋째, 관계기관 간 협조체계를 강화해야 한다.
