Humans are exposed to various risks(ex: Incident, accident, disease, disaster etc). The insurance system has as its responsibility the preparation for various kinds of risks which may occur in modern life. Insurance business in South Korea has reported a surprising growth in recent years, and in the year 2014 the number of written premiums held the position of ninth place in the world. South Korea insurance market is a worldwide. However, insurance fraud in large quantities occur. Insurance fraud is a threat to human life and body. Then, bring the financial deterioration of the insurance company. In addition, the insurance of the customer, resulting in the impression of the insurance amount. Therefore, insurance fraud is a social and economic big problems. Until now for insurance fraud prevention, various policy has been presented. However, there was no effect. That cause will be in the variety, probably the study lack of insurance fraud. This study is in order to control the insurance fraud. The theory of the social control theory and social bond theory of criminology is used for the background. Independent variables is conventionality value, self-control and unity relationship. In addition, the dependent variable is the recognition of insurance fraud. Research results are as follows. First, the hypothesis 1: Conventionality value, recognition of insurance fraud is low. Second, the hypothesis 2: Self-control is not related to the recognition of insurance fraud. In other words, it is dismissed. Third, the hypothesis 3: High bond relationship is low the recognition of insurance fraud. However, If the conventionality value and bond relationship is lower, insurance fraud will be increased. In general, elements of crime prevention or control is motivated offender, suitable target, capable guardian. There is a need for the maintenance of conventionality value and the bond relationship in order to prevent insurance fraud crime.

인간은 사회생활을 하며 예상 가능하거나 또는 그렇지 못한 사건·사고·재난·질병 등에 노출되어 있다. 이러한 경우를 대비하여 경제적 위험을 최소화하기 위해 공통의사를 지닌 여러 사람이 일정한 금액을 납부하고, 실제 사건·사고·재난·질병 등이 발생하였을 경우에 공동재산에서 일정한 금액을 지급하는 방식이 보험제도이다. 우리나라의 보험사업은 2014년 기준 1,595억 달러로 세계 10위의 큰 시장으로서 불확실한 미래를 위한 대비측면에서 장점이라 할 수 있는 보험제도는 우연 내지 허위 서류 등으로 가장 가능성과 경제적 보상이라는 점에서 범죄자에게 충분히 매력적 대상으로 되고 있는데 바로 보험사기이다. 보험사기 적발금액은 매해 증가하고 있는데 2016년 상반기 기준으로 전년 동기 3,105억 원에서 3,480억 원으로 12.1% 증가한 것은 경제적으로 큰 문제이며 아울러 보험사기를 위해 인간의 생명과 신체를 대상으로 살인 등 강력범죄가 발생하여 사회적으로도 큰 문제이다. 이러한 보험사기 문제에 대해 다양한 대책이 제시되고 있지만 실효성이 없는 것으로 보인다. 그 원인 중 하나는 부족한 보험사기 관련 연구이다. 보험사기와 관련된 기존의 연구는 대부분 단순 실태에 따른 형식적 방안 내지 실천적 요소가 결부되었다. 보험사기에 대해 다양한 관점으로 접근할 수 있겠지만 이 연구에서는 사회통제이론과 보험사기 의도와의 관계에 대해 연구를 진행하였다. 연구 진행을 위해 금융감독원에서 제시하고 있는 보험사기 유형을 시나리오로 구성하여 일반인에게 내재되어 있는 통제 관련 기제 인식과 보험사기 의도 여부에 대해 설문 방식으로 진행하였다. 구체적으로 이론적 배경은 보험사기에 대한 개념, 유형, 사례와 사회통제이론 내용을 제시하였다. 이론적 배경을 중심으로 독립변수는 인습적 가치, 자기 통제력, 유대 관계로 종속변수는 보험사기 의도로서 행동 가능성, 우호적, 동조적 내용으로 연구 설계를 하였다. 연구결과 높은 인습적 가치와 유대관계는 보험사기에 부(-)영향을 주어 유의하였으나, 자기 통제력은 기각되었다. 일반적으로 범죄를 예방 내지 통제하기 위해서는 동기를 가진 범죄자에게 심리적 억제를, 매력적인 목표물에 대한 손실 가능성, 능력 있는 보호(경비) 시스템에 대한 엄격하고 신속한 처벌 등이 제시된다. 보험사기 예방과 통제를 위해서는 연구 결과의 인습적 가치와 유대 관계가 지속 가능할 수 있는 방안과 함께 효과적인 대책이 있어야 할 것이다.
