This research aimed to see the possibility of former police commissioner's political nature's influence on the police action in Korean society. To accomplish this purpose, I adopted bureaucracy theory of Max Weber to analyze the effect of political neutrality of police on its action in terms of the frame of bureaucracy that connects legitimacy theory and efficiency of bureaucracy. In this way, I divided the possibility into two different dimensions which are possible positive and negative effect. To predict the possible negative effect, police confidence index at World Value Survey was compared with political nature index which was came from the career's of former commissioners. In the case of the possible positive effect, social network analysis was used to analyse the influence of the members of national assembly who was the former police by reviewing who is involved in making valid criminal justice related laws. The results showed the possibility of negative effect of partisanship by the same decreasing tendency of police confidence index with political nature index. No valid possible effect until now was also discovered by the no significance in making police related laws of former polices in the 19th national assembly of Korea. Through this research, the necessity of the reflection on the political activity of former police commissioners in terms of the partisanship of police was drawn as a conclusion to fulfil the growing expectations to the police in the modern korean society.

본 연구는 현대 한국사회에서 경찰출신 인사의 정치적 활동과 경찰활동 사이의 영향관계에 대한 가능성을 알아보고자 하였다. 이를 위해 경찰활동을 분석할 수 있는틀로, 베버의 관료제이론을 적용하여 정치적 중립성이라는 가치를 관료제이론에 연결된 정당성이론과 효율성의 측면에서 적용시켜서 정치적 중립성이 관료제의 틀을 통해서 경찰활동에 미칠 수 있는 영향력을 가늠해보고자 하였다. 이를 위해 경찰출신인사의 정치적 활동이 경찰활동에 미치는 영향을 예상 가능한 부정적인 영향과 긍정적인 영향으로 나누어, 경찰의 정치성이 가져올 수 있는 부정적인 영향의 가능성을World Value Survey의 경찰신뢰도 지표와 경찰고위간부의 퇴직 이후 진로를 지표화한 정치성 수치를 비교하였으며, 긍정적인 영향의 가능성을 19대 국회의 경찰관련법안 중 유효하게 처리된 법안들의 발의 의원들을 사회연결망분석을 통해 파악하여 경찰출신 의원들이 얼마만 큼의 영향력을 주었는지를 파악하였다. 그 결과 경찰고위간부의 정치성수치의 증가에 따른 경찰신뢰도에의 영향을 줄 수 있는 가능성을 확인하였으며, 경찰의 정치적 중립성을 담보로 당파성을 보여 의회에 진출한다고 하더라도, 19대 국회의 경찰출신 의원들이 경찰관련 법안에 유의미한 영향력을 끼치지 않았다는 사실을 확인하였다. 이상을 통해서 현재까지 경찰출신 인사의 정치성이 경찰활동에 미치는 영향으로는, 긍정적인 영향보다는 부정적인 영향의 가능성이 높은 것으로확인되었다. 이를 통해 앞으로의 경찰에 대한 사회 전반의 높아지는 역할기대를 충족시키기 위해서는 한국사회에서 가지는 경찰출신 인사가 보여주는 정치적 활동의 잠재적인 영향들에 대해 진지한 성찰의 필요성이 요구된다는 결론이 도출되었다.
