The existence of local public enterprise can be described as promoting development of local autonomy and commonweal increasing of citizens, also corporate social responsibility of local public enterprise is very important in terms of creating new values and can be called a key factor. Accordingly, the purpose of this study is to investigate systematically analysis and development strategy of corporate social responsibility in local public enterprise by a case of JeonnamžJeonbuk Development Corp. which has been performed community development effectively through strategic corporate social responsibility. This study used comparative study methods of two cases, the case study was carried by JeonnamžJeonbuk Development Corp. CSR cases. Also, the value measurement area was divided into CSR vision and Strategies aspects, organization system aspects, main activities aspects, performance evaluation aspects. Although the local public enterprise make various CSR activities in the community, there are have many problems. The findings of this study are as follows: first, the lack of will to CSR, second, the lack of Specialized CSR, third, the lack of specificity and expertise in CSR, forth, the lack of objective evaluation criteria for CSR. Accordingly, the analysis in the study emphasizes the followings: first, the perceive and effective response of corporate social responsibility(CSR) paradigm, second, the CSR activity construction in local specialized, third, specialized department and manpower equipment for strengthening CSR, forth, BSC system formation of CSR, fifth, the evaluation model configuration of CSR activity. In conclusion, the implications for CSR in JeonnamžJeonbuk Development Corp. are that local public enterprise should pay more attentions to firms’ CSR activities. Also, firms disclose more information of CSR and initiate more activities in CSR.

지방공기업의 존립목적은 지방자치의 발전과 지역주민의 복리증진이라고 할 수 있으며, 이와 연관된 지방공기업의 사회적 책임성 활동은 새로운 가치창출이라는 측면에서도 정말 중요하고 핵심적인 요소라고 할 수 있다. 이에 따라 이 연구는 광역자치단체 지방공기업을 중심으로 지방공기업의 사회적 책임활동 강화를 위한 방향을 진단하기 위해 광역 지방공기 업을 중심으로 사회공헌 활동에 대한 비교분석을 수행하고, 이를 통해 공기업의 사회공헌 활동을 활성화 시킬 수 있는 정책적 함의를 모색해 보는데 연구의 목적을 두었다. 분석결과에 의하면 지방공기업은 지역사회에서 다양한 사회공헌활동을 수행하고 있지만, 공 사별 지역사회 공헌 활동에 대한 의지의 부족, 공사별 차별화된 사회공헌 활동의 부족, 사 회공헌활동 강화를 위한 구체성 및 전문성 부족, 사회공헌 활동에 대한 객관적인 평가기준 의 부족 등의 여러 가지 문제점들이 존재하는 것으로 나타났다. 이러한 문제점들을 극복하기 위해 본 연구에서는 사회참여 패러다임의 변화에 대한 인식과 효과적 대응, 지역별 특화된 CSR 활동 구축 노력 필요, CSR 전문성 확보를 위한 전담 부서 및 인력 확보, 사회공헌 활동에 대한 성과보상 체계 구축 및 강화사업에 대한 평가모델 구 축이 필요하다는 점을 대안으로 제시하였다.
