This study analyzed the factors influencing community resident's perception of community problems on the basis of the analytical issues of needs assessment for Community Welfare Planning. Researchers used the data collected from the 3rd Community Needs Assessment in a local district of Korea. The method of statistical analysis are descriptive analysis, factor analysis and multiple regression analysis. As the result, the three noticeable findings were discovered as follows: First, the community residents perceived community problems more seriously compared to personal problems. Second, the status of National Basic Living Security, number of household member, and disability influenced the perception of both personal problems and community problems. Third, the residents' perception was differentiated according to the sub-variables of the personal and community problems. The researchers discussed implication of the major findings in relation to the community needs assessment, and suggested the practical recommendations to improve the activities of the community needs assessment for the community welfare planning in Korea.

지방자치단체들의 지역사회복지활동이 중요시되고 있는 시점에서, 본 연구는 지역 주민의 지역문제인식에 영향을 미치는 요인을 지역사회복지계획의 지역욕구조사 분석과 관련된 이슈 를 중심으로 분석하고 설명하였다. 연구 자료는 군(郡)단위 지자체에서 수행된 3기 지역사회복 지계획의 지역주민욕구조사 자료이며, 통계분석은 기술통계분석, 요인분석 및 다중회귀분석을 사용하였다. 주요 분석결과는 다음과 같다. 첫째, 지역주민들이 표현한 주관적 욕구에서 개인 차원 문제보다 지역차원 문제를 더 심각하게 인식하고 있는 것으로 나타났다. 둘째, 지역주민 의 개인차원 문제 및 지역차원 문제의 인식에 공통적으로 영향을 미치는 변수는 기초보장수 급, 장애, 가구원수이다. 셋째, 지역문제의 하위유형에 따라 영향을 미치는 변수들은 차별성이 있으며, 일부 생활여건관련 변수들은 상반되는 방향으로 하위문제에 영향을 미치는 것으로 나 타났다. 연구의 주요 결과에 대한 논의와 지역사회복지계획에서 욕구조사활동과 관련된 실천 적인 제언들이 제시되었다.
