Korea Government have made considerable efforts to devolving the social welfare system about a decade ago. However, welfare devolution in Korea faces critical criticisms because it has created serious political and social disputes, the finance crisis of local governments, conflicts between inter-governments rather than leading to the positive changes to the welfare systems. Comparing to the experience of the Korea, devolution of welfare program in the U.S. is appraised as the historic success with causing the welfare policy innovations at the State governments and noticeable decrease of welfare problems. So as to seek for the alternative strategies for the improvement of welfare devolution system in Korea, this study examined devolution experiences of the TANF program after the Welfare Reform in the U.S. This study finds out that positive outcomes of welfare reform devolution result from the redistribution authorities between inter-government, the transference of wide discretion to the State government, change of the funding structure to the fixed block grant system, previous enough experiences of demonstration projects(waiver program). So as to advance welfare devolution with better performances in Korea, Korea Government should pay more attentions to taking lessons from U.S. welfare reform devolution.

한국의 사회복지 지방분권화는 10여년이 지난 현 시점에서 지방정부의 재정 위기 뿐 아니 라 복지정책의 확충에 심각한 사회적, 정치적 갈등을 초래하면서 정책 실패라는 부정적 평가 에 직면하고 있다. 반면, 미국의 1996년도 복지개혁에서 지방분권화는 지방 정부들의 정책 혁 신 및 복지수급 규모의 급격한 감소, 수급자 고용율 증대 등의 상당한 성과를 산출하여 한국 의 경우와는 대비된다. 이에 주목하여 본 연구에서는 미국 사회복지 지방분권화의 역사, 양상 및 특성, 쟁점 등에 대한 검토를 통해 한국 사회복지 지방분권화의 문제점 진단 및 개선 방안 모색에 대한 시사점을 도출하고자 하였다. 미국의 역사적 경험에서 확인된 시사점으로는 복지 개혁 지방분권화의 연착륙에는 제도 도입 이전에의 상당 기간에 걸친 시범적인 프로그램 (waiver program)의 실행 경험이 밑바탕이 되었다는 점, 지방 정부의 적극적 정책 개발 및 실행 이 이루어지도록 연방정부와 지방정부의 책임과 권한, 역할 등의 근본적인 개선이 있었다는 점, 지방정부의 재량권이 적극 행사되어 정책성과를 높일 수 있도록 예산체계의 혁신이 뒷받 침 되었다는 점 등이다. 미국의 복지개혁 성과를 뒷받침하는 이들 측면은 한국의 사회복지 지 방분권의 제도적 개선에도 주요하게 참조되어야 할 부분으로 평가된다.
