This study is about health inequality, perceived stigma of the disabled and community environment of persons with severe disabilities. Until now, persons with severe disabilities have been representatively excluded targets in the middle of social membership discourses. That is, the goal of this study was to inspect how negative experiences and perceptions of persons with severe disabilities on health inequality, perceived stigma and restriction over the community environment were affecting on their social participation as a social membership. Three hundred thirty four persons with severe disabilities participated in the study. The main variables were social participation, physical health, mental health, disability identity, perceived stigma, social support and community environmental factors. As for method of research, descriptive analysis and hierarchical regression analysis were used by SPSS 18.0. Results of this study were summarized as follow. First, physical health and mental health, perceived stigma, and community environment were found to be a statistically significant factors effecting on social membership as a social participation level of persons with severe disabilities. Second, in according to age, academic level, and disability type, the relationships between social membership level and independent variables were different respectively. Based on the research findings, this study suggested that we must intensify our efforts to wipe out stereotyped perception against persons with severe disabilities and alternative policy to facilitate community environment should be planed as solutions.

본 연구는 실질적 사회참여에서 배제되기 쉬운 중증장애인의 문제를 사회적 성원권을 중심으로 살펴보고자 한다. 즉, 중증장애인이 경험하는 건강에서의 불평등, 중증장애인이 경험하는 사회적 낙인과 지역사회 환경에서의 제약이 사회적 성원권으로 대표되는 사회참여에 어떻게 영향을 주는지를 고찰하고자 한다. 연구대상은 신체적 장애와 정신적 장애를 가진 장애인 334명이었으며, 장애인들의 사회적 성원권, 즉 사회참여와 이에 영향을 미치는 건강요인(신체적․정신적 건강), 주관적 인식(장애정체감․사회적 낙인감), 환경자원(사회적 지지․지역사회 환경)이 주요변수였다. 분석은 SPSS 18.0을 이용하여 기술분석 및 위계적 회귀분석을 실시하였다. 연구 결과 신체적 혹은 정신적으로 건강하거나 타인으로부터 느껴지는 낙인감이 적을수록, 그리고 본인이 생활하기에 용이한 환경일수록 장애인의 성원권 수준이 높은 것으로 나타났다. 또한 연령과 학력, 장애유형은 집단에 따라 각 변수들과 성원권 수준의 관계에 차이를 보였다. 이 연구를 통해 중증장애인을 보호와 통제의 대상으로 간주하는 사회적인 통념을 불식시키면서, 실질적인 중증장애인의 사회적 성원권과 건강권을 확보할 수 있는 정책적 대안을 모색하고자 한다.
