It has been argued that the leaders are in debt to the society that they belong to. However, the social expectations for leaders are not ful lled due to their negligence on social responsibility. The Book of Zephaniah also points out that the leaders of Jerusalem failed in keeping social stability by breaking divine laws, by following other gods, and by depriving and oppressing the weak. Zephaniah enumerates three types of sins that left Judah and Jerusalem in turmoil: idolatry, syncretism, and ignorance of God(1:4-5). In the time of Zephaniah, Judah had been influenced by Assyria economically and politically. It has been told that political coalition came up with religious relationship. So Judah and Jerusalem could not help but to be associated with Assyrian religious establishments(see 2 Kgs 21:1-5; 23:4-14). Leaders of 선교와 신학 39집Jerusalem were especially devoted to Assyrian astrological religions, because they regarded the world view based on astrology as being rational and academically advanced. Zephaniah announced the day of God to the political, religious, and economical leaders, because they are supposedly rebellious and defiled(3:1). He denounced the cruelty and relentlessness of leaders. The priests profaned the sanctuary and violated the law. The officials and rulers devoured like roaring lions and evening wolves. The prophets were arrogant. They were treacherous men. They offered God with sacri ces deprived from the weak. They denigrated the humble and the righteous who did no wrong and speak no lies. However, God promised to judge and to scatter the leaders, while saving the weak and humble who trust in the name of the Lord.

지도자는 자신이 속한 사회에 빚을 지고 있다. 그러나 때로 지도자들은 사회의 기대를 저버리고 사회적 책임을 다하지 않는다. 스바냐서는 예루살 렘의 지도층들이 그와 같다고 지적하고 있다. 그들은 하나님을 저버리고 다른 신을 섬기고 율법을 파기하여 사회적 안정을 훼손하였으며 약자를 학 대하고 탈취하였다. 스바냐는 그들이 행한 죄를 크게 우상숭배, 혼합주의, 그리고 하나님에 대한 무관심으로 보고 있다. 당시 유다는 강대국 앗수르 의 지배를 받고 있어 정치 경제적으로 유대관계가 있었을 뿐 아니라 종교 적으로도 영향권 하에 있었다. 유다와 예루살렘은 앗수르의 종교제도를 추 종하고 모방하였다. 특히 예루살렘의 지도층은 앗수르의 천문 점술 종교에 매료되어 있었다. 그들은 천문 점술이 고도의 학문성을 지니고 있으며, 합 리적이고 이성적인 세계관을 반영하고 있다고 생각했다. 이스라엘의 지도층은 잔인하였으며 무자비하였다. 정치인과 관료들은 울부짖는 사자나 저녁의 이리처럼 약자를 탈취하였다. 제사장들은 성전을 오염시켰으며 율법을 저버렸다. 예언자들은 거짓으로 백성을 속였다. 그 들은 약자들로부터 빼앗은 것으로 하나님께 예물을 드렸다. 그리고 거짓이 없고 정직을 행하던 의인과 겸손한 자들을 학대하였다. 그래서 스바냐는 하나님을 배반하고 세속에 물든 정치, 종교, 경제 지도층을 향해 하나님의 날을 선언하였다. 하나님께서는 스바냐를 통해 주의 이름을 믿는 겸손한 자와 연약한 자를 구원하시기 위해, 예루살렘의 지도층을 심판하시고 그들 을 흩으시겠다고 약속하셨다.
