Academic and political debates are needed regarding violations of the traffic regulations because of the fact that the violations can be easily regarded as a minor offense but they actually could cause human casualties. The precedent study about violation of the traffic regulations has conducted research mostly on drunk driving so far. In this regard, this study enlarges the scope of research focusing on traffic signal violation, violation of central line and overspeed driving. The purpose of this research is to examine the factors on South Korean Citizens’ Violate Behavior of Traffic Regulations and to suggest the policy implications by testing the extended theory of Planned Behavior. The current study conducted a survey of 230 owner-drivers who live in Seoul Metropolitan Area from April 25th to May 8th, 2016 and analyzed collected data employing a random sampling. The findings indicated that: 1) attitude on behavior factor (+) was statistically significant factors that influence to willingness of abide by the traffic regulations, then it (-) influence to violation behavior of traffic regulations; 2) perceived behavioral control factor (+) was statistically significant factors that influence to willingness of abide by the traffic regulations, then it (-) influence to violation behavior of traffic regulations; 3) factor of monetary value on suspension and/or cancellation of drive license (+) was statistically significant factors that influence to willingness of abide by the traffic regulations, then it (-) influence to violation behavior of traffic regulations. On the other hand, subjective norms and fine/penalty level factors were not statistically significant factors that influence to willingness of abides by the traffic regulations. The policy implications to reduce citizens’ violate behavior of traffic regulations and the limitations of the current research were discussed at the last part of this study.

교통법규 위반행동은 자칫 사소한 위반행동으로 간주될 수도 있으나 사실 대형교통사고로 인한 인명피해의 전초가 된다는 점에서 학술적·정책적으로 보다 심도있는 논의가 필요하다. 그 동안 교통법규 위반행동에 대한 선행연구는 교통법규 위반행동 중 특정 유형인 음주운전에 대한 연구가 대부분이었으며, 이러한 측면에서 이 연구는 교통법규 위반행동 중 신호위반이나 중앙선 침범, 과속운전 행위로 그 위반행동을 확대하여 연구를 진행하고자 하였다. 이 연구의 목적은 한국 시민의 교통법규 위반행동에 영향을 미치는 요인을 밝히기 위해서 확장된 계획행동이론을 검증하고 정책적 시사점을 제언하기 위한 것이다. 2016년 4월 25일부터 2016년 5월 8일까지 서울특별시에 거주하고 있는 자가운전자 230명을 대상으로 편의표집 방식으로 자료를 수집하였다. 분석결과는 다음과 같다. 첫째, 행동에 대한 태도는 교통법규 준수의도에 정적인 영향(+)을 미치고, 이를 통해서 교통법규 위반행동에 부적으로 영향(-)을 주는 것으로 나타났다. 둘째, 지각된 자기통제는 교통법규 준수의도에 정적인 영향(+)을 미치고, 이를 통해서 교통법규 위반행동에 부적으로 영향(-)을 주는 것으로 나타났다. 셋째, 면허정지/취소의 금전적 가치는 교통법규 준수의도에 정적인 영향(+)을 미치고, 이를 통해서 교통법규 위반행동에 부적으로 영향(-)을 미치는 것으로 나타났다. 그러나 주관적 규범요인과 과태료/범칙금 수준요인은 교통법규 준수의도에 통계적으로 유의미한 영향을 주지 못하는 것으로 나타났다. 끝으로 시민의 교통법규 위반행동을 감소시키기 위한 정책적 제언과 이 연구의 한계에 대해서 논의하였다.
