This research is to discover the “social” influence of the social market economy in Germany during the 1950s and 1960s, when the social market economy was being rooted in the society as an idea of the German Order-Policy, based on the ideological tension between Ordoliberalism and Catholic Social Teaching. Ordoliberalism and Catholic Social Teaching had a great influence on the process of the social market economy—the idea of Order-Policy, becoming a foundation of economy and social policy in postwar Germany. In particular, both idea have contributed to the implementing of the social dimension of the market economy within the German economy and social policy, based on its own interpretation regarding the idea of medieval philosophy, “Order”. However, an obvious difference between Ordoliberalism and Catholic Social Teaching is found in the situations of 1950s and 1960s, in terms of the perspective towards the social market. And the difference leads to a question about the social dimension of Order-Policy. The people from Ordoliberalism and Catholic Social Teaching in Germany speculated about the interdependence between the principals of the society and of the market economy in different levels, and their efforts broadened the path more widely to the understanding of the meaning of economy and social policy.

본 연구의 목적은 사회적 시장경제가 1950-60년대 독일의 현실 질서정책의 이념으로 확립되는 과정에서 그것의 “사회적” 차원이 어떻게 성찰되고 해석되었는지 그 구성맥락(Konstituierungszusammenhang)을 질서자유주의와 가톨릭사회론의 이념적 긴장관계를 통해 밝히는 것이다. 질서자유주의와 가톨릭사회론은 사회적 시장경제라는 질서정책의 이념이 전후 독일의 경제 및 사회정책의 기본구상으로 확립되는데 중요한 영향을 미쳤다. 특히 양자는 중세철학적 개념인 “질서”에 대한 각자의 이해를 바탕으로 시장경제의 사회적 차원을 독일의 경제 및 사회정책 안에 구성적으로 반영하는데 기여하였다. 그러나 1950-60년대 상황을 살펴보면 사회적 시장경제에 관하여 질서자유주의자들과 가톨릭사회론자들 사이에는 분명한 입장 차이가 존재한다. 이러한 입장 차이를 확인하고 그 맥락을 해석해보면, 결국 입장 차이가 질서정책의 사회적 차원에 대한 물음과 직결됨을 알 수 있다. 독일의 질서자유주의자들과 가톨릭사회론자들은 사회적 시장경제의 사회적 원리와 시장경제적 원리의 상호의존성을 상이한 인식의 차원에서 성찰함으로써 경제 및 사회정책의 의미를 보다 개방적이고 역동적으로 이해하는데 기여하였다.
