Since various crimes have been increasingly threatening citizens’ everyday life, the regional policing being responsible for their safety has become more important. Citizens’ level of satisfaction on safety is closely related to how well the regional policing performs. The fundamental goal setting is the key factor determining the performance of regional policing. Many developed countries including the U.S.A., the United Kingdom, France, and Japan changed their paradigm of policing into the community policing which emphasizes crime prevention and service provision. Korea also had adopted basic philosophy and ideology of community policing when the regional policing implemented in 2003. This study aims to empirically examine how regional policing is being implemented with a special focus on goal priorities. AHP surveys were conducted on front-line police executives. The AHP survey was composed of two-tiers. The higher tier includes 4 activity areas including law enforcement, crime prevention, order maintenance, and public service provision. The lower tier includes 19 specific activities. The survey results shows that regional policing is being implemented with slightly different priorities by the conditions of policing. 13 police executive serving for amusement and commercial areas answered their policing activities are being implemented with priorities in order of crime prevention(.431), order maintenance(.242), public service provision(.181), and law enforcement(.145). The other 13 police executives serving for agricultural and fishery communities pointed out their policing priorities in order of order maintenance(.341), crime prevention(.307), public service provision(.211), and law enforcement(.141). The survey results also shows that the current regional policing is being conducted with priorities on activities of crime prevention and order maintenance. Based on these findings this study concludes the regional policing has shifted their goal priorities toward community policing and suggests some policy directions to facilitate this shift.

지역경찰활동의 중요성이 증대되고 있음에도 불구하고 현재 지역경찰활동의 성과에 대해서는 많은 국민들이 만족을 느끼지 못하고 있다. 지역경찰활동의 성과에 영향을 미치는 가장 중요한 요인 중의 하나는 지역경찰활동의 방향 설정이다. 본 연구는 우리나라 지역경찰활동이 과연 전통적 경찰활동과 지역사회경찰활동(community policing) 가운데 어디에 상대적 중요성을 두고 있는지, 즉 법집행, 순찰, 범죄예방, 유해환경관리, 사회질서유지 등 여러 활동 중에 어디에 강조점을 두고 있는가를 파악하고자 하는 데 그 목적이 있다. 이를 위하여 본 연구는 경위급 이상 경찰간부를 대상으로 설문조사를 실시하였으며, AHP기법을 적용하여 우선순위를 분석하였고, 그 결과를 바탕으로 지역경찰활동의 방향성을 파악한 후 바람직한 지역경찰활동의 방향을 제시하였다.
