The purpose of this study is focused on a discussion of how to restructure the Public Safety Bureau, if the Korean National Police Agency is upgrade the Women & Juvenile Affairs Division to Women & Juvenile Affairs Division Bureau. As preliminary discussion about this, this study is to identify the priority tasks of the Public Safety Division, and examine whether any logical approach to future restructuring of the organization. Therefore, in the first study, a large category of police work in seven and, second, by dividing the work details for each large category to 27 were analyzed for the relative importance(AHP method). The results were indicated as the most important priority is crime prevention in the total complex weight and priority order, and second priority to the CPTED (0.064015), followed by institutional improvement of the 112 planned (0.062868), the main policy enforcement(0.061132), budget work of the General Affairs(0.058706), regional police planning(0.049938), general affairs Planning(0.049447), 112 operational competency(0.049196). Based on the above analysis, If the reorganization of the police has been made, our authors suggest that the create 112 relative department as an independent division, remaining Public Safety Division and Public Order Division.

본 연구는 다분히 미래적 관점에서 여성청소년과가 국으로 격상하였을 경우 생활안전국을 어떻게 재편할 것인가 논의의 초점이 맞추어져 있다. 이에 대한 시론적 차원에서 먼저 생활안전과의 중요 업무의 우선순위를 파악하여 향후 재편시 어떠한 논리로 접근해야 할 것인지에 대해 규명하는데 있다. 따라서 본 연구에서는 먼저 생활안전과의 업무를 7개로 대분류한 다음, 각 대분류별 세부 업무를 다시 27개로 나누어 업무의 상대적 중요도 분석을 위해 AHP 방법을 활용하였다. 분석결과 전체 복합가중치와 업무 우선순위에 있어 가장 중요한 순위로 지적된 것은 범죄예방 대책이었다. 그리고 2순위로는 CPTED(0.064015), 그 다음 순으로 112 기획의 제도개선(0.062868), 주요정책 수행(0.061132), 서무의 예산 업무(0.058706), 지역경찰 기획(0.049938), 서무 기획(0.049447), 112 운영 역량강화(0.049196)로 나타났다. 이상의 분석결과를 토대로 향후 생활안전국의 조직 개편이 이루어질 경우, 생활안전과의 7대 업무 분류 중 112 관련 부서를 하나의 독립된 과로 신설하고, 나머지 생활안전과와 생활질서과를 존속시키는 방안을 제시해 볼 수 있다.
