「경찰학개론」 과목은 경찰업무수행에 중요한 과목임이 분명함에도 불구하고 광범위한 출제범위와 난해한 문제 등의 출제로 인해 2014년 1월 1일 이후부터 「경찰학개론」이 순경 공개경쟁채용시험에서 필수과목이 아닌 선택과목으로 치러지고 있는 현행 시험제도에서 경찰공무원 시험을 준비하는 수험생들이 「경찰학개론」을 선택하기를 꺼려하고 있고 선택비중이 낮아지고 있는 것이 사실이다. 이 연구에서는 2010년부터 2016년까지 출제된 순경 공개경쟁채용시험의 「경찰학개론」 문제의 출제경향을 분석하여 다음과 같은 문제점을 지적하였다. 첫째, 주제별 출제 문제점으로 중요도에 비해 경찰윤리 및 범죄학 관련된 문제의 출제비중이 상대적으로 낮다는 점이다. 둘째, 이론ㆍ법령ㆍ판례의 출제비중 문제점으로 법령의 출제비중의 편중과 현직에 근무하여야만 알 수 있는 법률 또는 대통령령ㆍ부령ㆍ훈령ㆍ예규에까지 출제범위를 확대시키고 있다는 점이다. 셋째, 출제형식의 문제점으로 박스형 문제의 출제형식이 제시된 지문이 옳은지 틀린 것인지 다 알고 맞히는 경우도 있고, 그렇지 않고 맞히는 경우도 많이 발생한다는 점이다. 넷째, 난이도 조절의 문제점으로 선택과목이다 보니 난이도 조절의 어려움이 발생하고 있다는 점이다. 이러한 문제점을 개선하기 위해 다음과 같은 개선방안을 제시하였다. 첫째, 경찰 윤리의식 강화와 범죄의 원인과 예방의 중요성을 경찰공무원 채용시험 단계에서부터 강조하고 학습하기 위해 현재 대체적으로 0 ～ 1문제 출제되는 것을 각각 2문제 이상으로 확대해야 한다. 둘째, 너무나 지엽적인 법령의 문제는 지양하여야 하고, 현직에 근무하여야만 알 수 있는 법률 또는 대통령령ㆍ부령ㆍ훈령ㆍ예규의 출제는 될 수 있으면 출제하지 않아야 한다. 셋째, 현행 박스형 문제의 출제형식인 “～ 틀린 것은 모두 몇 개인가?”, “～ 옳은 것은 모두 몇 개인가?”보다는 “～ 틀린 것으로 묶인 것은?”, “～ 옳은 것으로 묶인 것은?”으로 출제하는 것이 더 제시된 지문에 대한 옳고 틀림을 판단할 수 있을 것이다. 넷째, 난이도의 차이로 인한 불이익의 근본적인 해결책은 선택과목제도를 폐지하고 2014년 이전 제도인 「경찰학개론」, 「형법」, 「형사소송법」의 필수과목제도로 개편해야 한다.
