The household registration system reform reflects the most profound change of Chinese society. The development of each stage contains deep-rooted and complicated economic and historical factors. As the land reform in China is a key theme of the era, there are great values to conduct research on the strategic direction to solve the key issues connected with the land reform. In view of this, the paper focuses on the issue of the protection of and rights and interest of peasants transferring into the city in the revolution of household registration system. On this subject, China has enacted the important policy during the period of breaking Urban-rural dual structure, but the implementation and academic research are insufficient. Focusing on these disadvantages, the article summarizes the practical limitations in the process of the household registration system reform and reflects how to use local samples for scientific reference. Finally, this article dives into deep analysis of the difficult issues facing the latest household transfer policy on the protection of land rights and interest of peasants, in the hope of encouraging our fellow academic colleagues to conduct further research and discovery on these issues.

중국의 호적제도 개혁은 중국사회의 가장 큰 변화를 반영한다. 각 단계에서의 발전은 심오하고 복잡한 경제적, 역사적 요인을 의미하며, 특히 중국의 토지개혁과 연결되어 그 시대의 문제에 대한 해결방향을 제시하게 되므로 본 연구의 가치는 크다고 할 수 있다. 이러한 관점에서 본 논문은 중국의 호적제도개혁의 과정 중 전호농민의 토지권익보호 문제에 관하여 심층적으로 분석한다. 이 주제는 중국의 도시농촌의 이원구조를 제거하는 혁신기에 중요한 정책상 가이드라인을 제정할 수 있으나 실행에 옮기는 역량 및 학계의 연구가 부족한 실정이다. 이러한 문제에 대응하여 본 논문은 호적제도 개혁 중 시행에 있어서의 한계성, 지방의 성과를 어떻게 반영할 수 있는지 연구한다. 끝으로 본 논문은 최근 호적제도 개혁 정책 하에서 전호농민토지권익보장의 어려움을 분석하며, 향후 학계 동료들의 더 발전된 연구를 부탁한다.

户籍制度改革折射出中国社会最深刻的变迁，每个阶段的发展都蕴涵着深厚而复杂的经济与历史因素，尤其是联接着中国土地改革这个时代命题的解题方向，研究价值重大. 有鉴于此，本文专门探讨户籍制度改革进程中转户农民的土地权益保障问题. 就此主题，中国在破除城乡二元结构的革新时期，颁布了重要的政策指引，但具体落实的力度不够，学界的跟进研究也不足. 针对缺弊，文章总结了户改进程中的实践局限性，省思了地方成果样本的科学借鉴问题，最终探进至最新户改政策下转户农民土地权益保障的难点透析，以求促推学界同仁们的纵深挖掘.
