With increasing married immigrant women and migrant workers, Korean society is rapidly moving towards becoming a multicultural society these days. Multicultural support policies of local governments is run directly the policy of the central government in the field, and suit this policy to the circumstances and conditions. This study was carried out over the comparison of the case through the multi- cultural policy of Seoul Yeongdeungpo-ku, a multi-cultural policy of the Korean local government, and Multicultural policy of Japanese local governments. As a result, Yeongdeungpo-ku has revealed that it has been supported for the married migrant women in priority on the basis of the policy of multi-cultural policy of the central government. Japan's local governments, unlike South Korea play a leading role in foreign policy. Multicultural support policy can be made more effective to determine and enforce when done with the cooperation of local governments and voluntary organizations and civic groups in local areas rather than when be directed by the central government. It should be noted that both accept the immigrants as a constant residents, activate of civil society organizations across the network. On the other hand, accept comments and suggestions about the multi-cultural measures and a novel idea aggressively from local government. Also, I think it is necessary to perform different support depending multicultural status of each municipality.

移住労働者と女性結婚移民者の増加により、韓国の多文化化は急速に進み、｢多文化｣という用語は、いつの間にか、私たちに馴染みと言葉となった。本来、地方自治体における多文化支援政策は、中央政府の政策を地域の特徴に合わせて独自の政策を築き上げ、推進する役割である。この研究は韓国の自治体の多文化政策をソウル市永登浦区の多文化政策を事例を通して、日本の自治体の多文化共生政策との比較をめぐる考察を行った。その結果、永登浦区は中央政府の多文化政策の方針に基づいて移住民女性と結婚した多文化家族への支援を中心に行われたことを明らかにした。日本は韓国と違って自治体が外国人施策において主導的な役割を担っている。韓国のように多文化政策を中央政府が主導的に担うより、自治体や地域コミュ…ニティー、NGOなどとの連帯によって多文化施策を進めることがより効果を高める。なお移住民を定住民として受け入れるともに、市民団体間ネットワークの活性化させる。その一方、自治体からの多文化施策に関する意見や提案、そして斬新なアイデアを積極的に受け入れる。また、各々の自治体の多文化状況の応じて、異なる支援を行うことが必要だと思われる。
