The purpose of the study is to examine U.S. policy on American youth overseas and the influence of American non-profit organizations has on this population. There are limited studies on American youths living overseas hence, the current study sought to understand the American government’s stance on American youths in terms of education. Currently, the educational policy is centered on providing support through two avenues: Department of State and the Department of Defense. The study discusses goals and direction of American educational policies by examining specific ways in which two departments supports American youths. The study also examines American non-profit organizations overseas founded to support families living abroad. By examine the founding spirit, objectives, and their key activities, the roles and the importance of these organizations on American youths are underscored. The implications of the findings can be applied in establishing policies to support Korean descendents overseas.

본 연구의 목적은 미국의 해외동포 청소년관련 제도와 정책을 살펴보고 정부 이외의 비영리 시민단체가 인재양성에 있어 어떤 역할을 하고 있는지 검토하는데 있다. 현재 미국의 재외동포 청소년 관련 연구는 거의 전무한 실정이다. 이에 본 연구는 미국의 재 외동포 현황을 살펴본 후 미국 본토의 청소년 관련 제도 및 개념을 살펴보고 해외동포 청소년 교육 지원 정책을 검토하고자 한다. 해외동포 지원 정책의 중심부에는 의무 교육 지원이 있으며 이는 국방부와 국무부 산하의 기관들이 관리 및 지원하고 있다. 이러한 교육제도를 살펴봄으로서 미국 정부의 지원 방향과 목적을 이해할 수 있을 것으로 사료 된다. 또한 해외동포의 인재양성에 십분 기여하고 있는 시민단체들을 살펴보고 이러한 단체들의 역할, 청소년 관련 프로그램 및 사업들을 살펴보고자 한다. 본 연구의 결과는 한국을 비롯하여 해외에 동포가 많은 국가들에 동포 지원 정책을 수립하는데 기여를 할 것으로 본다.
