The 'crisis of representation' seems not just a global phenomenon but also a problem of Korean politics. However, only by the reason that the term, 'crisis of representation' is coincident, is it correspond in causes and solutions? This paper examines whether the analyses and solutions on the crisis of representation are proper. Here, the propriety is a problematic concept between universality and diversity in applications of social theories. If the causes of the crisis are coincident in other countries and Korea, the solutions could be similar. If the cause are different, the ways of problem solving should be distinctive. In order to explore the issue, this study deals with recent debates on electoral systems and the structure of government: German electoral system, consensual democracy, equal weighted voting, and dead vote. Considering the debates, there seems two problems; institution-reductionism, and poverty of imagination. The former indicates a belief that the change of institution can solve most problems of the crisis, and the latter is an attitude that designing the future of Korean representative democracy in limited choices only between the Anglo-American and the Western European. The fundamental origin of these two problem is a narrow and functional understanding of representation only focused on 'size' in relation to democracy.

대의제의 위기는 세계적인 현상이면서 동시에 한국에서도 나타나는 문제다. 그런데 대의제의 위기라는 표현이 같다고 해서 원인과 해법도 같은 것인가? 이 글은 한국 대의민주주의의 위기에 대한 진단과 해법들이 적실한지를 검토한다. 여기서의 적실성은 사회과학 이론이 개별 사례에 적용될 때 나타나는 보편성과 특수성의 문제에 집중된다. 대의제의 위기가 나타나는 원인이 서구 민주주의 국가들과 한국에서 보편성을 갖는다면 그 대안도 역시 보편적인 차원에서 모색되어야 하지만, 그렇지 않다면 서로 다른 방식의 해법을 고민해야 하기 때문이다. 이를 검토하기 위해 이 연구에서는 선거제도와 권력구조를 중심으로 한 최근의 논쟁- 독일식 선거제도, 표의 등가성과 사표(死票), 합의제 민주주의-들을 살펴보았다. 이러한 논의들에서는 나타나는 문제점은 제도환원주의와 상상력의 빈곤이다. 전자는 한국 대의제의 위기가 제도의 변화로 해결될 것이라는 제도중심적 경향이고, 후자는 한국 민주주의의 미래를 영미식과 유럽식 등 몇 가지 유형으로 제한해서 그에 따라 설계하고자 하는 경향이다. 이러한 문제의 근본적 원인은 대의제에 대한 ‘크기’ 중심의 협소하고 기능적인 이해에 있다.
