This study is to suggest new strategy to build up national competence incorporating nat'l defense science & technology into ‘creative economy’ of underlining since the inauguration of Park Geun－hye as South Korea's new president. The purpose of this study is to reduce the tendency for avoidance of military service among young undergraduates of science & technology fields, to enhance military power via elite nat'l defense S&T manpower, to extend the opportunity of employment and venture startups by career development through compulsory military service in terms of drawing the plan of Nat'l Army Science Corps(NASC). Especially, we survey the policy Delphi to develop logical validity of NASC establishment. As a result, we could reach conclusions that the purposes and necessities of NASC establishment have agreed by almost panels. In the consideration of the public opinions that military service is the critical cause of interrupting career choices and academic abilities for human resources on S&T(HRST), NASC is expected to play important roles by affecting on the undergraduate student's career development, especially early stage career. In view of the national human resources policy, this study is very feasible and timely. Finally, we should suggest that the plan of NASC establishment must be reviewed and supplemented and scrutinized on the academic arena by related government officials, high-level military generals, defense industrial CEOs and professors in the S&T fields.

본 연구는 현 정부 정책기조의 하나인 ‘창조경제’와 국방과학기술발전 전략을 접목하여 국가 경쟁력 강화를 위한 새로운 전략을 제시하고자 하는 것이다. 이를 위해 국군과학부대(가칭) 도입 방안을 도출하여 이공계 대학생들의 병역기피 문화를 해소하고 정예 국방과학기술인력 육성을 통해 군사력을 증강시키며 군복무를 통한 경력개발로 개인의 취업ᆞ창업 기회를 확대하고자 하 는 것이 연구의 목적이다. 따라서 우선 새로운 병역설계 도입시 고려요소와 국군과학부대(가칭) 창설의 필요성을 살펴보았다. 이어서 부대 창설 타당성 논리를 개발하기 전문가 사전 인터뷰를 통해 설문항목을 구성하고 전문가 심층 설문조사를 실시하였다. 주요 조사결과로는 부대창설 목 적은 이공계 대학생들의 군복무로 인한 경력단절 방지, 부대창설시 고려요소로는 국내 언론, 국 회, 정부 관계부처, 관련업계 등의 긍정적 여론 확보, 부대창설 추진시 주무기관으로는 국방부, 국방과학연구소 등이 가장 우선순위가 높게 나타났다. 최근 군복무를 경력단절의 가장 근본적인 원인으로 지목하는 사회 전반의 분위기와 함께 군복무의 직접적인 영향을 받는 입영대상자 및 일반국민의 여론 등을 고려할 때, 본 연구는 매우 현실적합적이고 시의적절한 것으로 판단된다. 따라서 본 연구에서 제시하는 국군과학부대 도입방안은 국방부, 교육부, 미래창조과학부 등 정부 관련부처의 개별 입장만을 강조하는 주관적 가치판단을 배제한 가운데 대승적인 차원에서 부대 창설 추진과정에서 나타날 수 있는 복잡다기한 이해관계를 합리적으로 해결하는 방안을 모색해 야 할 것이다.
