This article examines the changes in the kinds of national technical qualifications people tend to obtain, and also analyzes the changes in wage premiums for the workers with those qualifications. For this research, I looked into the data on the qualifications obtained, using the Annual Statistics Reports on National Technical Qualifications by the Human Resources Development Service of Korea, and analyzed the changes in wage premiums for each type of qualifications, using the Wage Structure Survey by Ministry of Labour. The major result is that, while the number of national technical qualifications holders has increased, the wage premiums for them have been decreased. As for the types of qualifications, the decrease of wage premiums for craftsmanship and other state-authorized qualifications, the number of whose holders is bigger than that of others, has been much more drastic than those for professional engineers and master craftsmen. This shows that the obtaining of national technical qualifications does not play an effective role as a signal function in the labor market. I argue that it is because there are quite a few national technical qualifications that do not have a signal function, but still have a lot of their holders, which, as a result, offsets the wage effect.

이 글은 국가기술자격 취득자의 유형별로 자격취득의 추세적 변화를 살펴보고, 자격취득자에 대한 임금 프리미엄의 변화 추세를 분석하였다. 이를 위하여 먼저 한국산업인력공단의 국가기술자격검정 통계연보 를 활용하여 자격취득 실태를 살펴보는 한편, 노동부의 임금구조기본통계조사 자료를 이용하여 자격유형 별 임금프리미엄의 변화 추세를 분석하였다. 주된 결론은 시간이 갈수록 국가기술자격증의 취득자 수는 증가하는데, 자격취득의 임금프리미엄이 감소하고 있다는 것이다. 자격유형별로는 기술사․기능장 보다 는 특히 기능사 자격과 기타 국가자격과 같이 자격취득자가 많은 자격의 임금프리미엄이 급격하게 감소하 였다. 이는 국가자격 취득이 노동시장에서 신호 기능을 발휘하지 못하고 있음을 보여주는 것이다. 국가기 술자격에 자격으로서 신호 기능을 갖지 못하는 자격들이 적지 않게 포함되어 있고, 이러한 자격의 취득비 율이 높기 때문에 그 임금효과가 상쇄된 결과로 해석된다.
