The measurement of mal-apportionment has been an important issue in the literature on election and voting systems. Several researchers have proposed various measures for mal-apportionment such as Kim et al. (1991)’s apportionment index, Koppel and Diskin (2009)’s cosine measure, Gallagher (1991)’s distance measure, Kim (2015)’s cosine square measure, Lee and Lee (2013)’s coefficient of variation of the apportionment index and the political Gini coefficient. This note examines the relationship among the various measures for mal-apportionment in a small electoral district system in which each district selects a single representative. The variance of the apportionment index is shown to be proportional to the square of the Gallagher (1991)’s index in the small electoral district system. Moreover, the variance of the apportionment index proves to be inversely related to the cosine square measure proposed by Kim (2015).

선거구획정의 왜곡도를 측정하는 것은 선거 및 투표제도에 대한 연구에서 중 요한 주제이다. 다수의 연구자들이 다양한 왜곡도 지수를 제시해 왔으며, 그 중 에서 Kim el al.(1991)의 획정지수, Koppel and Diskin(2009)의 코사인지수, Gallagher(1991)의 거리지수, Kim(2015)의 코사인제곱지수, Lee and Lee(2013)의 획정지수의 분산계수 및 정치적 지니계수 등이 그 예이다. 본 논 문은 선거구별로 1인을 선출하는 소선거구제 하에서 이들 지수 간의 관계를 분 석하고자 한다. 선거구획정 지수의 분산은 Gallagher(1991)의 거리지수의 제곱 에 비례하는 것으로 나타났고, 또한 획정지수의 분산은 Kim(2015)의 코사인제 곱지수와 역의 관계에 있음이 밝혀졌다.
